� A RESOLUTION ESTABLISHING THE PARAMETERS
OF THE CITY OF ORONO'S PARTICIPATION IN THE
BUILDING OF A NEW FIRE STATION TO HOUSE THE
LONG LAKE VOLUNTEER FIRE DEPARTMENT
BE IT RESOLVED by the City Council of the City of Orono,Minnesota, as follows:
Section 1. BACKGROUND.
1.01. The Long Lake Fire Station needs to be replaced because it is being acquired by Mn/DOT
as right-of-way for the Highway 12 upgrade project. .
1.02. Mn/DOT will provide funding in the amount of$2.488 million for construction costs; plus
additional funding for land costs, site preparation costs, etc.;to construct a replacement fire
station.
. • 1.03. The City of Orono believes a facility adequate to meet the needs of the Long Lake
Volunteer Fire Department(LLVFD),now and well into the future, can be constructed with the
funding provided by Mn/DOT,with proper design and construction oversight.
1.04. The outstanding issues related to the building of the fire station must not stand in the way
of obtaining the funds from Mn/DOT. .
1.05. The preservation of a positive, cooperative relationship between the Cities of Long Lake
and Orono is of major importance. Reopening old conflicts is in no one's interest.
1.06. The building of the fire station must not delay the Highway 12 construction timetable.
1.07. The Fire Chief,the Architect, and the Cities must be committed to working to find ways to
minimize costs while meeting the identified facility needs. A proper cost/value relationship must
. be established. �
1.08. Issues related to the ownership of the fire station must be resolved to the satisfaction.of
the three cities.

Section 2. COUNCIL ACTION. �
2.01. The Orono City Council does hereby adopt the following parameters regarding the City's
participation in the building and funding of the new fire station. .
A. The City of Orono hereby agrees to participate in the building of a
facility,not to exceed 20,091 square feet,with a maximum contribution of
$680,000 beyond the amount paid by Mn/DOT, subject to the following
conditions: �
1. The additional contribution beyond the Mn/DOT funding amount will be
shared among the Cities of Long Lake,Medina, and Orono according to the cost
sharing formula set out in the current Agreement and Contract for Fire Services
between the three cities.
. 2. The Fire Chief and the Architect will participate proactively with
representatives of the three Cities as part of a design and construction team.
3. The design and construction team will focus on bringing the project in
significantly under budget. �
4. The Cities of Long Lake,Medina, and Orono will come to an agreement
regarding the ownership of the fire station, and regarding an escrow agreement for
any funds received from Mn/Dot for the fire station,that protects the interests of
the three Cities.
5. The new fire station will be built on the 340 Willow Drive site in Orono. �
6. If the final cost of the fire station requires less than the $680,000 funding- � . .
amount from the cities,the amount not needed will be placed into an account �
designated for future major capital equipment replacement for the LLVFD.
