()r FROM: Michael (saffron, Sept to System Int+pector LATE August 6, 1979 SUN.IF. -r- ..Jerry Gustafson, 200 Nederwood Road Septic System Reconstruction In August, 1978, Mr. Gustafson called in and s atd he would like to add on to his existing drainfteld system is mainly a precautionary measure. During my site inspection. I noted that the ground was fairly low and at that time r quired that a qualified person do a soil boring to determine soil types and depth to the water table. The boring log subsequentiv indicated that due to high water table and generally clay soils A mound system was in order. Mr. Guatafshn's contractor submitted a design which was approved by thyself and verbally by the City engineer. Work was to commence in the Spring of 1979 after proper license and t.termit were obtained. I did verbally allow Mr. Gustafson to bring in sand fill for the system In the Vall of 1978 before a permit was issued. In Spring 1979, Mr. Gustafson brought in plans for a structural addition to his basement, presumably for a pump pit and added laundry arei. As in all addition per- • applications, a survey was required. The survey showed that 'je existing house and proposed addition encroach upon the toning setbacks. Mr. Gustafson is applying for a variance to allow the structural addition. In my opinion, successful completion of Mr. Gustafson's mound system does not depend upon the proposed addition becoming a reality. The puinp or pumps required in the system can he installed and made operable without the addition. Therefore, 1 would suggest that the addition he reviewed based on its own merits rather than ae an integral and necesettry oomponent of they septic system. MINUTFS OF A PIANNING COMMISSION MF.FTINC NFLD ON AUGUST Mr. Gustafson was present. ApplirKnt is requesting a 22' side yard variance and a 30' rear yard variance. Mwbusth stated that the septic inspector's memo states that the completion of his septic system does not depend upon the proposed addition, only that the system will he housed in the addition. Hannf.h moved to grant the variances as this Is the only location suitable for the addition as the Luce Line is on the north, natural drainage area is on the east and his well is located on the Fumth. Motion seconded by Adams. Vote: Ayes (5), Mnys (0). Motion jassed unanimously. Mr. Schmitz was present. Mnhetsth noted that a neighbor, Mr. Addison, had called the City offices and stated that he had no objection to the variance request as long ns the 5' setback is maintained. McDonald moved to grant. the 5' side and rear setback and the 4'4" setback from the main structure due to the hardship of the well and driveway locations. Motion seconded by Hannah. Vote: Ayes (5), Nays (0). Motion passers unanimously. Mr. Carl was present. Consensus of the Planning Commission was that the reaeon for vacating property was that it served the good of the public. In this instance the City does not use this land, does not maintain it and would probably benefit from putting it nac.k on they tax ales.
