Variance request to permit addition of three bedrooms and an enlarged living room
bay to an existing home. The ,:ontractor applied for a permit without a survey.
fie was informed that a survey was required and a variance appeared likely. fie
returned with a variance application May 10, 197", and within an hour a subcontractor
had called for a footing inspection. Inspection was refused and a STOP WORK ORDER
was placed on the project. The excavation was already completed at that time with
no permit having been issued. Should the variance be approved, the building permit
will be subject to the double fee penalty.

Randal & 5usa.^. I 1rickson, are informed that they are planning to bui.
an addition onto their home at 185 Bederwood Drive, Orono, Minnesota.
4e are aware where the addition will be built and of all property lines.
As neighbors we are concerned for Randy & Sue as the present house has
oily one bedroom and their second child is due in July. The planned
improvements will upgrade the house considerately and we feel will be an
asset to the netghborhood.
We are hoping the �;ouncil will let construction begin i=ediately.

Mr. Kohs was present. Planning Co►nnission reviewed final
mylar and hardshell. final Plat meets all the require-
ments. Commission again reminded Mr. Kohs that any
future division of the larger lot would result in only
one lakeshore lot.
McDonald moved, Guthrie seconded, to recortiend approval
of the final plat subject to the Park Dedication Fee and
with the understanding that any future subdivision of
the larger lot would result in only one lakeshore lot.
Motion - Ayes (S), Nays (0).
A Public Hearing was scheduled for Monday, .June 6, 1977,
at 1:4S p.m.
The Planning Commission took action on the following
work session item:
Randy Fredrickson was present. He is requesting approval
for an addition to his existing home. Al Olson stated
that work had been started on this project and that a
stop work order had been placed. Mr. Fredrickson submitted
a letter of approval from neighbors Gustafson and Terp.
When asked about the status of his septic system, Mr.
Fredrickson responded that it was functioning properly,
but he had no idea what kind of system it was.
Guthrie moved, Hosfield seconded, to recommend approval
on the basis that no other land is available, written
letter of approval from neighbors which was presented
by the applicant, addition would not require any setback
variances. Motion - Ayes (5), Nays (0).
Because this was approved as a work session itun, !-orround-
ing property owners will be notified of the Council meeting.
Sandy Ritter, o►dner's architect, was present to discuss
proposal with the Planning Commission. Ile was advised of
materials and information required for prover analysis of
the proposal, and he indicated that it would be impossible
to have this to the City in time to hold the ,June 6, 1977,
public hearing which has therefore been postlx)ned. Ile did
indicate that the lots would be sold Pi building sites only;
that they would be sold fee simple w4th common association
ownership of open slAce; roads are to be private; wetlands
m xi open space are to have conservation easements deeded to
tie City. Separate plats will be filed for ^ach city.

general location.; as discussed with you in a recent re-
connaissance of your lot and as shown on the attached
sketch. The boring and percolation test locations were
referenced to the south line of the existing garden with
surface elevations at the bore holes being referenced to the
top of the foundation on the south side of your house. An
assumed elevation of 100.0 was used for this hench mark.
The boring; and percolation tests were taken on Nay I.S. 1977

with a 4-wheel drive truck -mounted rig. The soils encoun-

The power auger boring encountered a sandy clay glacial till
which extended from the surface to the 12-foot depth and was
immediately underlain by a clayey sand to its 20-foot termina-
tion depth.
,,hen probing the boring immediately after completion
groundwater was encountered at the 11-foot depth. Upon
rechecking the boring one day later, it was noted that a
cave-in had occurred at the 10-foot depth, however, no
groundwater was encountered to above that depth. Water
levels should be expected to show normal seasonal and annual
fluctuations and should be at or near the current elevation
of Stubbs Bay located several couple hundred feet to the
south of the lot.
Percolation tests indicated soil absorptivities, in minutes
per inch (mpi) as follows:

ANALYSIS $ RL-COMMENDATIONS :
Percolation tests indicated unsuitable results in the area
of P-1 through P-3 and favorable results in the area of P-4
through P-6. Also, hand auger probes placed further to the
south to elevation 86+ revealed silty clayey sands which are
generally more suitable soils for a drainfield than the sandy
clay further north.
You have requested that we Jesign the proposed system based
on an expanded 3-bedroom house. Village of Orono "Code of
Minimum Standards" states that a system for single family
residence have two septic tanks. `Che first tank shall not
be less than a 750 gallon capacity and the second tank not
less than 500 gallon capacity. If a garbage disposal unit
i,� used, the first tank shall be of 1000 gallon capacity. The
details of the existing; 5y:tem are currently
being invc5tig3ted to dc-trrmine if additional BRAun,
tanks are n, cessary.

Basel on a percolation rate of 25 mpi, City requirements
would necessitate installation of 240 lineal feet of 30-inch
wide absorption trenches. An acceptable disposal system
cotLsisting of 5 lines, 60 feet in length, or 6 lines, 50
feet in length with 7-foot center to center spacing would be
adequate. Our recommended design is as shown on the attached
sketch. 'the existing drainfield will be abandoned.
