At first, we recommended attaching the garage to the rear of the house but that interfered with his plans for a first floor addition and would use up most of his grassed rear yard. We recommended a second story addition but the applicant advised the addition involved an expansion of the kitchen area and a dining and family room area. He also noted that the existing house consisted of a total of 768 sf of floor area. #684 Bruce Hauglid Page 2 Variance Our third suggestion was to locate the structure to the rear of the lot (10' from rear and side lot lines) but the aerial power wires interfered with this location (see exhibit F). NSP requires 8' separation from top of structure and 15' clearance for driveway. The proposed location of the detached, single stall garage and storage shed will meet the NSP requirements and allow the owner to save his mature tree and preserve major portions of his grassed yard. The extended driveway and structural additions require the above noted variances. As for the hardcover variance, all the developed lots in this neighborhood would require hardcover variances. Staff Recommendation To approve the hardcover and setback variance for Bruce Hauglid to permit the construction of a detached garage and addition based on the following hardships and findings: 1 - Location of house on lot prohibits attaching the garage to the side. 2 - Topography to west side of rear yard. 3 - No additional land available. 4 - Location of overhead power lines. 5 - Location of mature tree in rear yard. 6 - Written approval from both neighbor property owners involved with the encroachment. Approval subject to the following conditions: 1 - City will not approve future setback or hardcover variances for the property - applicant should be asked to explain lined area to rear of proposed addition (as shown on site plan). 2 - Removal of existing garage. 3 - Place address numbers on house for purpose of easy identification and as required by ordinance. Also he noted that NSP should have an easement over his property for those wires. Mabusth Ltated that there was no etch PAgs--ent. Applicant stated that the slashed area is a proposed 12' x 24' deck. Mabusth stated that a deck is considered hardcover and that he was allowed 35% hardcover but that her calculations did not include the deck. Callahan stated that with the included deck it would bring the total hardcover to 211 over the allowed amount. Rovegno noted that th,-� length of the driveway was what was really eating up all the hardcover allowance. He noted that if they were able to move the garage closer to the street the driveway wouldn't have to be so long. Applicant stated that he wanted enough room to have both vehicles parallel rather than scrambling them around. Goetten stated that their main concern was with the excess.ve hardcover proposed.
