SUBJECT: Synopsis of History and Recommendations on Septic System
Jerry Hansen House, 3051 Farview Lane
Since the location and type of septic system for this house is a point
of contention at the present time, I will review what has happened on it
to date:
Farview Subdivision approved; Lot 7, Block 1, contains two
existing wetlands and drainage easements surrounding it
as per attached copy of plat.
9-4-79 Percolation test site evaluation report by Mark Gronberg
indicates location of perc tests and borings and proposed
a shallow trench drainfield system in natural soil due to
high water table.
11-13-79 A3ditional testing to west of 9-4-79, apparently due to
relocation of house, indicated shallow trench drainfield
would work. Report indicated original alternate site
would become primary site, new testing would be alternate.
11-12-79 Applic2 Guhmitted plans for home with site plan and survey
indicat a tennis court spanning drainage easement in southeast
corner
12-3-79 Septic proposal approved as attached sheet, noting location
of primary and alternate siteE and stating that tennis court
could not encroach on drainage easement. Also stated that
rear yard area was to be preserved for primary and future
drainfield; also must maintain 75' separation from edge of
actual wetland.
8-80 Nitz contacted me to discuss locating a tennis court on the lot
and how to work it in with a septic system. Although the City
had previously and again indicated to Nitz or his agents that
there was little room on the lot for a tennis court and primary
and alternate d- infield, and/or filling to the extent Hansen
wanted. We discussed some possible options as to septic systems
for the lot including a sand bed for primary and future mounds
to southwest of house. At this point no major disturbance of
original soil had occurred in the rear yard drainfield areas.
Nothing was resolved. Nitz said he would decide what he would
do and notify the City.

10-14-80 Upon inspection, noted that trees and vegetation had be_
removed and apparent tennis court staked out in drainfield
sites. At this point City had never given an official approval
of mound septic system and had no proposal from Nitz o_z file
for one. Apparent compaction over secondary site southwest of
house.
10-21-80 Upon inspection, noted that major excavation :.ad occurred in
approved primary drainfield site (3-4' soil depth removed)
obviously to accommodate a tennis court. Met with Scott
Abernathy. My recommendation to the City at this point is:
1. Stop all work outside house until septic issue is
resolved.
2. Retest severe'- compacted alternate site for use as
primary and alternate mound site due to proposed deep
fill over site and apparent depth of water table.
3. Require specific design for primary and alternate septic
system, to scale, utilizing the best available sites for
drainfield since excavation has ruined approved primary
site.
