A RESOLUTION ESTABLISHING SEASONAL WEIGHT
RESTRICTIONS ON ORONO PUBLIC CITY STREETS
The City of Orono ordains that axle weight limits are restricted on the following streets in the City
of Orono to protect these streets from damage when road and weather conditions warrant in
accordance with regulations as provided in Minnesota State Statutes Chapter 169.87 and Section �
6.11 of the Orono Municipal Code. These weight restrictions are in effect during the spring thaw
. season between approximately March lst to May 15th dependent on weather conditions. Streets
may be posted for weight restrictions any time that road and weatlier conditions warrant weight
limits to protect streets from damage. �
An exemption is provided for refuse collection vehicles to exceed the posted limits, except no
refuse collections vehicles shall be operated during restricted times where the gross weight on any�
single axle exceeds 14,000 lbs.The City also reserves the right to restrict refuse collection vehicles
to the posted weight limits should conditions warrant.An exemption to the posted weight limits is
• allowed for refuse collection vehicles to travel on the first one hundred feet of City Streets from .
the intersection of the street with a County Highway. This exemption is to allow larger refuse
collection vehicles to park safely off of County Highways for the purpose of transferring waste from
smaller collection vehicles that service City Streets to the larger vehicles.
An exemption to posted weight limits is allowed for utility company service vehicles namely Excel
Energy, Wright-Hennepin Electric Cooperative, Reliant Energy, Qwest Telephone, Mediacom
Cable or other companies providing utility service within the City when responding to an
emergency. An emergency response shall include power outages, gas leaks, emergency
communication, line down or severed, etc.
An exemption to posted weiglit limits is also allowed for septic tank service companies, well
. drilling and service companies,and companies delivering fuel for heating purposes.An emergency
� response is limited to septic or sewer system failures posing an imminent threat to public health and
safety,well failure resulting in loss of water supply,or lack of heating fuel.All persons requesting
an exemption to the posted weight limits for response to an emergency situation must notify the
Orono Police Department Administrative Office.This notification must include a description and
location of the emergency,the number and weight of vehicles responding to the emergency,and the
route to be used to reach the emergency site. The City reserves the right to request supporting
documentation of the nature and location of the emergency.

All persons responding to emergency situations shall limit travel on seasonal weight restricted
streets to the minimum distance required to reach the site from the closest road that is not subject
to seasonal weight restrictions. All persons responding to�emergency situations shall limit the
number and weight of vehicles to the greatest extent possible. Measures to reduce the detrimental
. impacts to posted roads include,but not be limited to,using the smallest service vehicle possible,
minimizing vehicle weight by only transporting the necessary equipment required for emergency
response,transporting the minimum amount of heating fuel oil, LP gas, liquid septic waste, other
, materials, etc. necessary to correct the emergency situation.
The intent of exemptions to seasonal weight restrictions is to allow response to actual emergency
situations that pose an imminent threat to public health and safety.Routine maintenance of utility
facilities, wells, sewer or septic systems, or routine replenishing of heating fuel supplies, aze not
considered an emergency.The City reserves the right to request supporting documentation to verify
the nature and location of emergency situations, and control routes used to travel to emergency
situations.
