HomeMy WebLinkAboutResolution 985RESOLUTION NO. 985 A RESOLUTION APPROVING PLANS FOR THE WAKEFIELD-CONRY REST AREA WHEREAS, the City of Orono, hereinafter the "City", is a municipal corporation organized and existing under the laws of the State of Minnesota; and WHEREAS, the City Council of the City of Orono, hereinafter "Council", has adopted a Comprehensive Guide Plan establishing goals and guiding principles affecting land use and development within the City; and WHEREAS, the Council has adopted a Zoning Code'to provide performance standards and criteria for implementation of the guiding principles of the Comprehensive Guide Plan; and WHEREAS, the Minnesota Department of Natural Resources has proposed a plan to acquire land and develop a rest area along the Luce Line Trail at Willow Drive; and WHEREAS, said plans have been reviewed by the Planni Commission and by the City Council, and neighbors in the vicinity have been given the opportunity to.be heard; and WHEREAS, the proposed development is a permitted land use under the Zoning Code of the City of Orono, _ NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Orono hereby approves of the proposed Wakefield -Conry Rest Area subject to the following conditions: 1. The approved plan shall be that plan, reviewed by the City Council at their January 9, 1979 meeting as shown in Exhibit A attached. 2. The area is designed to accommodate users of the Luce Line Trail as a day use rest area with trails for horses, bicycles and skiers. 3. The area is not to be used for trail access (there shall be no automobile or trailer parking provided) nor for camping -or any other overnight use. Resolution No. 985 • Page 2 4. The Department of Natural Resources shall install vault type toilets and a drinking water well according to City and State regulations after obtaining proper permits from the City for such work. 5. The Department of Natural Resources shall adequately sign the area to indicate permitted and non -permitted uses. 6. The Department of Natural Resources shall retain principal responsibility for policing the area. 7. The wetlands and drainage areas on the property shall not be altered or disturbed. All development of the property shall be in accordance with the City of Orono Flood Plain and Wetlands Management Ordinance (No. 213). 8. The approval of this proposed use does not waive the requirements for the Department of Natural Resources and Anne W. Niforopulos to file with the City a complete • application for subdivision of the existing 34 -acre parcel to create the 18 -acre parcel used for this proposal. This Resolution was adopted by the City Council of the City of Orono on the twentW_f-h;Ya day of January , 19 79 . William B.
