Minutes <br />City Council Work Session <br />Monday, October 27, 2025, 4:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br />ROLL CALL <br />Council members present: Mayor Bob Tunheim, Alisa Benson, Jacqueline Ricks, Jon Schwingler. <br />Staff present: City Administrator Adam Edwards, Police Chief Correy Farniok, Finance Director <br />Maggie Jin, Parks and Facilities Superintendent Joe Ruthenberg, Public Works Superintendent DJ <br />Goman, IT Manager Dave Klitzke, City Clerk Christine Lusian, Communications Specialist Rachel <br />Cotter <br />CAPITAL IMPROVEMENT PLAN <br />The work session focused on reviewing upcoming capital needs across streets, parks, utilities, police, <br />IT, and facilities, with an emphasis on replacement of outdated vehicles and equipment that exceed <br />replacement schedule. Planned work includes street repairs and a possible new trail, water plant and <br />valve upgrades, sewer pipe lining, stormwater improvements, and park updates such as docks, trails, <br />and amenities. Other priorities include golf course improvements, police squad cars and tech <br />replacements, and network and fiber improvements. The discussion also covered phasing certain <br />projects and splitting or transferring funds between areas, for example when projects involve both <br />street and sewer work. The City Council directed staff to present utility rate increase options at the <br />next meeting and will formally consider the Capital Improvement Plan in December. <br />ADJOURNMENT <br />Work session ended at 5:52 p.m. <br />CITY COUNCIL <br />Bob Tunheim, Mayor <br />
