Dear Bruce:
.i ha, enclosed a packet of exhibits that de is with the vacation
of Oak Place (see plat map) completed in 197). This spring Gordon
Nelson of 1310 Elmwood discovered his property was land locked.
He has lived in the residence and used and maintained the same
access drive fc: over 23 years. "e claims the City vacated his
legal access to the property when all of Oak Place was vacated.
Note: he was present at the Council meeting in 1969. The resolution
approving the vacation was completed in 1973, no record of another
public hearing or notification within the four-year period.
Please advise as to the City's position and responsibility on this
one at your earliest convenience.
