Attached herewith are the results of the Soil Testing on the proposed Lot 1,
Block 1 of the Lee B. Primus Addition as shown on the preliminary plat. Note
that in all test locations percolation rates are negligible. We intend to
conduct further soils analysis and adjust the property lines of the preliminary
plat so as to provide a suitable parcel capable of supporting a sewage system
as required by City. Further information and revisions are forthcoming.

We performed soil testing for the above referenced project for Lot 1 as re-
quested by the City to determine sufficiency of ;.iie parcel to support a sewage
disposal system. Initially six percolation tests and three soil borings were
performed in accordance with the City Ordinance. Results of these initial tests
indicate the parcel to be incapable of supporting a sewage disposal system.
Copies of these tests are attached herewith.
The proposed plat has been modified to include additional area fur Lot 1 to
provide for a sewage system. The additional area includes a dwelling with an
existing drainfield. Therefore, two percolation tests and one soil boring were
performed in an alternate expansion area as required by City Ordinance. These
tests idicate the proposed expansion area is adequate to support a septic
system with a standard trench drainfield system. Copies of these tesl5 ace
attached herewith. An existing well is located with 75 feet of the alternate
drainfield area but is not presently adequate to service the parcel. The well
roust be redrilled and will presumably be located outside of the set -back required
fo- the drainfield area.
In addition, soil testing was performed on this parcel in 1977. This testing
indica'..es expansion northerly from the existing drainfield into another alternate
lo(ation is possible. Excerpts from the report of the system installed at that
time which include this alternate expansion area is enclosed herewith.
Based u_ the information obtained from the soils investigation the proposed
plat is in compliance with the City seotic requirements for plat approval.

Dear 14. Primus:
Enclosed are drawings and specifications for an on -land sew-
age treatment system for the above referenced site.
On June 9 and 10, 1977 percolation tests were conducted on
the above mentioned property at the location described in the
Figure 1 of the enclosed drawings. Testing consisted of one
soil boring to a depth of six feet. Soils encountered in the
soil boring were black loam over brown clay over sandy brown
clay over brown clay. No groundwater was observed in the soil
boring after 24 hours.
The percolation for the test holes averaged 36 minutes per
inch.
Stated percolation rates are those occurring at the location
shown, and no guarantee is implied or expressed tt-at these
conditions exist for the entire proposed drainfield area.

All three lots satisfy the RR-lA lot standards. Accesses to all
three lots must be reviewed by the Hennepin County Highway Department.
Hennepin County Highway Department will review the proposed plat.
Staff does not normally request septic testing for such large lots
but because of the severe slopes and large wetlands area located
within Lot 1, we asked that septic testing be completed for both
a principal and alternate system. The tests proved negative and
will require a realignment of lot lines. Review my sketch. I
have been advised that the surveyor will propose this type of
arrangement. Once again, we have asked for septic testing to
assure a site for an alternate system. The existing house has just
had a new septic system installed. We will ask that the 300' width
along Bayside be maintained and that all existing structures meet
the required setbacks.
A public hearinq will be scheduled for the plat on February 7, 1983.

SUBJECT: #723, 4520 Bayside Road, Brent Primus Site Evaluation for
Septic Systems.
This application is f,)r three 5+ acre lots, one of which requires soil
testing due to the proliferation of steep slopes and wetlands. Tests on
this Lot 1 failed to indicate suitable percolation rates for use as drain -
field. This parcel was subsequently expanded to include the existing house
and septic system on the adjacent proposed Lot 2, hence the new L;:t 2 (and
Lot 3) are vacant land.
Testing was performed to locate a suitable site for an alternate system for
the existing house. This testing was done directly north of the house
approximately 20' from an existing but apparently inadequate well. This
site could be used only after the existing well is properly abandoned and
filled. Percolation rates encountered at this site were 27 MPI and 5-6 MPI.
Testing done on the west site of the shed in 1977 (about 190' from the
recent testing) indicate an average perc rate of 36 MPI. Neither testing
report indicates the presence or absence of rr3ttlinq at the proposed site
although both stated that no water was encountered. My inspection of the
site and soil samples obs,!rved indicate that slight mottling was present
at some depth; However, it appears that should a mound system be ►equired
at some future date, suitable flat area exists on this site so that a mound
can be located. The existing system for the house was repaired in 1977 and
appears to be in working condition.
Note that the test report on the original I,ot 1 did indicate soils with
mottling at depth of 1.5' to 4'. The report indicated that no water
percolated at this site. The developer took ap• -opriate action in
re-rranging lot lines.
The new lots 2 and 3 are both larger than 5 acres, and need not be tested
until developed. I recommend that. the proposal be approved.

Hennepin County has reviewed the proposed plat locating safe separate
accesses for each of the newly created lots. Lot 3's access must be
located as far east as possible and lot 2's access must be as far west.
The county recommends using the existing field access. Lot access
is already established and should not change bocause of the platting.
Staff finds their request for an additional 7' of ricnt,.f-way inconsis-
tent with previous requests. In recent plats such as Bayside Beach and
the Popov addition, the C.-)unty asked for 33' from the renter line not 40'.
I have notified the Highway Department that we find the rccuest incon-
sistent, and unless they cai support this request with findings that
deal with hazards to the piblic health, safety and welfare, we must
recommend denying th,2 additiunal right-of-way.
The DNR has been contacted concerniicl tho proposed plat but staff has
heard nothing.
A park fec will be sought f.oi lots 2 and 3 at $100.00 each for a total
fee of 5200.90.
Staff recommends approval of the 3 lot r;lat application of Ski-Tonka Inc.
finding all standards of the RR-lA Zoninq District have been satisfied and

All lots meet the standards of the RR-lA zoning d4-*,4ct (five -acre
minimum area, 300' lot width). The existing struc meet the
required setback from the newly created lot line. accessory
structure to the north of the house on Lot 1 is not 150' from the
property line and cannot be used for the keeping of :-nimals. The
applicant has been advised of this limitation.
The Highway Department in their review, Exhibit F, has approved
an access for all three lots. Lot 1's access is alreadv established
and approved. Lot 2's access must be at the west edge --the County
reco.;emends using the existing fiuld road access. Lot 3's access
must be at the most eastern edge of the proper"v to meet the minimum
sight distance requirements at the curve.
Staff finds their request for. an additional 7' of right of way inconsis-

I have not had a response from my letter of February 2, 1983 asking
for clarification on the Highway Department's request for additional
right of way for Bayside Road. Per Minnesota Statutes, Section 505.03,
Subdiv. 2, 3U days ha elapsed from the date of that letter without
the required response, we will ask for a �3' dedication not a 401.
The plat has been revised realigning the lot line between Lots 1 & 2
based on the inability to obtain adequate and suitable area for a
primary and alternate site. Normally, with lots of five -plus
acres, the City does not ask for septic testing. I asked that Lot 1
be tested based on the several slopes and wetlands areas that make up
over half of the lot. Proposed Lot 1 now satisfies the septic standards
of the City. If the alternate septic site is utilized at some .iture
date, a new well site must be found and the old one abandoned.
The City will ask for a flowage and conservation easement over the
designated wetlands.
The DNR has been contacted concerning the proposed plat but sta`f has
