• A RESOLUTION ESTABLISHIPZG A MORATORIUM ON THE
GRANTING OF ANY BUILDING PERMITS, REZONING
APPLICATIONS, CONDITIOrdAL OR SPEC2AL USE PEI2MITS,
VARIANCES OR OTHER AUTHORITIES TO ALLOW FOR THE
' SUBDIVISION OF LAND FOR PARK PURPOSES OR THE
. CREATION OF PUBLIC PARKS IN THE CITY OF ORONO
WHEREAS, the City Council of Orono finds that the �
City is presently faced with the potential of development of
public parks in the City of Orono by �governmental agencies
other than the City of Orono, and
��JHEREAS, there is the potential gifting of numerous �
parcels of property to the City of Orono for park purposes, and
WHEREAS, the Council finds that the existing zoning
code does not adequately provide the necessary safeguards to
ensure the health, safety a.nc� welfare of the citizens o:� Orono
in relationship to the proper development, patrol and policing
of the public parks that have been created in the past and may
be created in the future by other governmental agencies and by
the City of Orono, and
• WHEREAS, the Council finds that it is necessary to
amend its zoning code to provide for the necessary safeguards,
and
WHEREAS, the Council deems prior to such amendment,
there is a need for numerous detailed studies and public hearings
concerning what sort of safeguards and restrictions are necessary
on public parks, and
WHEREAS, the enactment of amendment will undoubtedly
modify existing regulations concerning the creation and governing
of public parks, and the granting of any applications or the
creation of any parks during this interim period would be detri-
mental to the effectuation of the comprehensive plan and contrary
to the purposes of the zoning and enabling act. Minnesota Statutes
�462.351 at Seqo The Council further finds it would be unwise,
improper and unjust to allow inc�ividual creation o:E parks during
this study period,
� NOW, THEREFORE, BE IT RESOLVED that the City Council
of Orono adopts this resolution establishing a moratorium on the
granting of any building permit, rezoning applications, conditional
or special use permits, variances or other authorities to allow for
� the subdivision of land for park purposes or the creation of public

� parks in the City of Orono. The Council will consider adopting
the ordinance attached hereto at the next Council meeting. This
resolution shall expire July l, 1977 without Council acrion, or
it may be repealed earlier if the Council deems that the requisite
studies have been completed and adopted and that appropriate
evaluation and action, including any necessary revisions of the
zoning code have been finalized.
