Subdivision - Variance <br />Public Hearing <br />Soil testing and septic system design has been rejected for the proposed subdivision for <br />several reasons. First, the proposed alternate drainfield site does not meet the required 20' <br />setbacks from the proposed property line nor the existing driveway. Second, the recently <br />adopted City Shoreland Regulations require that all existing septic systems within the shoreland <br />district be inspected to verify system conformity according to City and Pollution Control <br />Agency standards at any time a permit for or an intensification of a given property is proposed. <br />The soil testing performed near the existing system indicates that a high seasonal water table <br />is present, which will require the installation of mound systems. Therefore, the existing system <br />is defined as non -conforming and must be replaced within one year of the subdivision and an <br />additional drainfield site must be verified for this lot. Third, the site plan sent us by the <br />property owner indicates that the driveway for the proposed new lot is defined over the primary <br />and alternate drainfield sites for this lot. Also, two different site plans were enclosed, which <br />show the drainfield sites in two different locations. A new site plan must be submitted to clarify <br />this conflicting information. <br />As the information provided has been rejected, I would recommend tabling the <br />application until additional soil testing information can be provided. As described above, an <br />additional drainfield site must be defined for the existing residence and the proposed alternate <br />site defined must be redefined to meet the required setbacks. Also, the site plan must be altered <br />to show that the drainfield sites for the proposed new lot meet the required setbacks from the <br />lot line and driveway . <br />
