Re: Paul Smith Sewer - 2477 Dunwoody Avenue, Orono
Dear Mr. Rutten:
Attached is your copy of an appraisal report prepared by Peter
J. Patchin s Associates for the proposed sewer a-d water utility
easement to serve the Paul Smith property.
You will note three options:
Plan A: The easement as per the engineer's
feasibility study: $4,360.
Plan B: Same easement as "A" except does not
abut lakeshor.e: $1,656.
Plan C: Easement under existing access easement.
Requires additional construction costs: $280.
The City Engineer is calculating estimated differences in construction
costs depending upon which easement is preferred. I will provide
those costs to you as soon as they are available.
I would expect that you will again be contacting the Powers to
attempt a private easement agreement. They still own both
properties but they now reside in the former Tobin house on she
south side of the easement rather than in the old house to the
north. I also understand that they will be out of town until
August 22nd or so.

Failing an agreement between Smith and Powers, the City Council
will likely choose to proceed with a public project to condemn
the easement and install the service. I would hope that your
negotiations are successful so that the extra costs of a City
project can yet be avoided and so that the actual construction
can be completed before winter.
