Bay, M►nnenuto S5all*Municipml Officer On the North Shure of Lake tlhnnetunka June 24, 1981 Mr. Paul W. Smith 2477 Dunwoody Avenue Wayzata, Mn. 55391 RE: Sewer Connection Dear Mr. Smith, I'm glad I had a chance to sleet and talk with you and your wife this morning. I hope we can all work together to finally get the sewer to your property. Let me relate the project history according to my records. The sewer-'roject. was begun in 1963 with ser:,ice to Dunwoody Avenue properties installed about 19A7. Your property was assessed for tron', line availability only. It has never been assessed for 1a'_;'al sewer or for a sewer "unit" charge normally assessed against habitable dwellings. The grand total of your assessment was originally $9.90 compated on the basis of .09 ages of lot area. Annual principal payments have been .66C. A service stub is available on Dunwoody Avenue which is the c'iblic right of way nearest your Land -locked -parcel. Lateral sewer was not assessed because it was your responsibility to construct the line to the availabl_• stub. At this time there are tw^ oD_tions for connecting your property to sewer: 1) You could obtain an easement from your neighbor and hire a Drivate contractor to install the en- tire system. As has been the practice in your project area, the City would reimburse you the purchase cost of the required pump, but not the installation costs. Hookup charges would be $225 "unit" charge, a $425 SAC charge as —quired by Metro waste Control, and a $20.50 permit fee. No lateral assessment would be made. This i.s by far your least expensive, quickest alternative. In this case, your costs would be the same as above plus a lateral assessment equal to the City's full cost for engineering, easement acquisition and installation. You also expressed interest in aFat.ting water to your home. You have been assessed for one residential water unit and 50ft of water lateral, the minimum assessment in that project. A separate stub is provided on Dunwoody. Again, you have two options: 1) Obtain your own easement and hire your own contractor to make the connection. The only fee required would be a $20.50 permit. 2) Again, the City could extend the stub but all costs for the additional extension would be charged back to you as a special project. The water extension could be Jone as part of a sewer extension if the City is doing to be involved in such a project. You indicated to ne that you can not ust.: a dishwasher and avoid flushing your toilet because of overflow from your septic system. Installation of the sewer especially seems necessary. You are in the unique situation of having a ?and -locked parcel with a home only about 15`t. from the lake. You can be assured that the City will actively work to correct this situation. In order to expedite matters, I plan to brig this to the attention cf the current City Council at their next meeging, to be held at 7:00 P.M., Monday July 13, 1981. I will send you a copy of the iger.da on the Friday before that meeting. Mr. Smith, please let me know which option you would like to pursue. If you plan to ask the council to extend the lines to your prorcrty, it would be hclpfull if you would put that request in writiriq. Sincer Vson Xan City Planner CC: W. R.
