A RESOLUTION APPROVING A
POST-EMPLOYMENT HEALTH CARE SAVINGS PLAN
AND AMENDING THE PERSONNEL POLICY `
TO REFLECT THE CHANGE
WHEREAS,IRS rules allow cities to create Post-Emplo�ment Health Care Savings Plans
(HCSPs) for their employees; and
WHEREAS,an HCSP provides substantial tax savings in relation to the payment of health
care costs; and ,
WHEREAS,the City's non-union employees have agreed on the design of an HCSP.
NOW, THEREFORE, BE IT RESOLVED by the Cirir Council of the City of Orono,
Minnesota:

1. That the following Post-Employment Health Care Savings Plan be adopted:
Emplovee Pavroll Contribution
Employees with 0-5 years of service will contribute 0% of pay.
Employees with 6-10 years of service will contribute 1% of pay.
Employees with 11-15 years of service will contribute 0% of pay.
Employees with 16-20 years of service will contribute 1% of pay.
Employees with 21+years of service will contribute 1% of pay.
Severance Contribution
Employees with 0-5 years of service will contribute 0% of pay.
� Employees with 6-10 years of service will contribute 100%of pay.
Employees with 11-15 years of service will contribute 100% of pay.
Employees with 16-20 years of service will contribute 100% of pay.
Employees with 21+yeazs of service will contribute 100% of pay.
� 2. That the City's Personnel Policy be amended to reflect these changes.
3. That the policy establishing the Health Care Savings Plan will be reviewed within .
two years. �
