1978 ORONO BOARD OF REVIEW
RECONVENING MEETING, JUNE 6, 1978
The Orono Board of Review met at the Council Chambers,
June 6, 1978, at 7:00 p.m.
The meeting was called to order by Mayor VanNest.
Council members present were, Butler, Massengale and Pesek.
�#lso present were City Clerk-Administrator Walter Benson
and Assessor Glenn Hawkyard.
The following appeals were discussed.
Robert Schneck Plat 42430 - Parcel 3000
Gabriel Jabbour Plat 42880 - Parcel 9610
Everett S. Goodfellow Plat 41860 - Parcel 3625
Mrs. Clinton Knudson Plat 42960 - Parcels 1800 & 2000
Motion by Massengale seconded by Butler to make no
changes in the valuations, as was recommended by the Assessor.
Unamimously approved.
The Assessor will notify these people and inform
them of their right to appeal to the County Board of Equal-
ization.
The meeting adjourned at 7:30 p.m.

BOARD OF REVIEW
The City of Orono Board of Review was called to order
by Mayor VanNest, at 7:35 p.m. , May 23, i978. Council
members present were: Butler and Paurus. Also present were
City Clerk-Administrator Walter Benson, Don Monk Hennepin
County Assessor and Glenn Hawkyard Assessor.
Appearing before the Board were:
lo Bernard Kogan 42520 - 1500
Vacant lot that needs a variance to build on. Mr.
Kogan felt a 12� increase is too much. Motion by
Paurus seconded by Butler no change in 1978 value .
2. Robert Schneck 42430 - 3000
New house in Liberty Acres. Mr. Schneck felt the
value was excessive for his new house. The Assessor
suggested he brinc� in the building costs. Mr. Schneck
will call the Assessor and make an appointment.
3. Gabriel Jabbour 42880 - 9610
Mr. Jabbour feels his property is valued too high.
This property was inspected for the 1978 assessment.
Motion by Butler seconded by Paurus for the Assessor
to re-value this property with comparable property,
like Raymond Poage and George Johnson in Partenwood.
Mr. Jabbour will call the Assessor.
4. Robert H. Larson 42880 - 6800
Mr. Larson requested an explaination of the 403b and
25� vf the difference. No action.
5. Everett S. Goodfellow 41860 - 3625
Mr. Goodfellow felt the value placed on his property,
since a new addition, is too high. Motion by Paurus
seconded by VanNest for the Assessor to re-value.
Mr. Goodfellow will call the Assessor and make an
appointment .
6. David Stanslaski
New residents, just observing. IVo action.
7. Graydon McCulley 41480 7215
Checked the records to see that this property was
classified as seasonal . No action.
8. Mrs. Clinton Knudson 42960 - 1800 & 2000

Requested to be included in the minutes of the Board
of Review. Has filed an abatement on this property
for the 1977 valuation. Motion by Paurus seconded
by Butler for the Assessor to re-value.
9. A. H. Fox 42880 - 8900
Mr, Fox had called the Assessor and requested a re-
valuation as he was not able to attend the Board
of Review. Assessor stated he inspected the property
and a reduction of $4,500 in the land value is in
order, because of a lift station and man holes located
on the property. Motion by Paurus seconded by Butler
to reduce the land value only by $4,500. Motion carried.
The meeting adjourned at 8:45 p.m. and will reconvene,
June 6, 1978, at 7:00 p.m. in the Council Chambers.

trator, statec� that: Pir. Hork came to my office some
time ago and showed riae a drawing of a bright blue
metal fence. I told him that I preferred a color
change, that this fence is to noticeable. Nothing
was approved as it is installed today.
Mr. �mmings: Our intent was to screen the marina.
We discussed this at your last meeting. The fencing
was already delivered on the site at that tir.le.
We proceeded in good faith.
Councilmember Psassengale to Alan Olson: [aas the
fence delivered before he talked to you?
Alan Olson: I am not sure. On October 6 , I,and
the managaz of the marina, walked the area to
determine the location. ��e onlv discussed color.
Councilmember Paurus: Staff and marina owner
should meet to discuss this.
Mr. Emmings : Aestlietics are the primary reason
for the fence?
Mayor Van Nest: ves, and also to proyide a screen
at the same time.
Councilnembers 2,4assengale and Pesek: Our under-
standing was that the fence was to be constructed �
of wood.
