Section �3 5 . 193 throuqh Section �13 S. 195 autllorizes ttie City of Orono, upon proper application, to defer tfie payt�ent of special assessr.lents against any hor.iestead uroperty o���ned by a person 65 years of age or older on ,7anuary 1 of the payment year and for whom it would be a hardship to make the pay- ments; and G�7fiEP.�AS, Section 435. 194 authorizes the r.lunicipality to establish an interest rate to be added to the deferred assessment • whicll shall be payable in addition to the deferred assessr.tent; ; and ?9I3E'_2EAS, the City Council Yias determined that the de- ferral of assessments should be qranted to any person otherwise qualified �•�ho makes proper application to the City of Orono on forms �rescribed by the Count_y Assessor of Hennepin County and by the Orono City Council and for who;n the City Council deterr.lines that it would be a hardship to make the payments, based u�on the _ • .,.�.�v,,:•L-, 3.
