• OF OLD CRYSTAL BA�' ROAD AND STAmE HIGHF�7AY

[4HEREAS, the Orono City Council is very concerned about
the safety and welfare of_ its citizens , and
WfiFREAS, the safety of our school children, �•�hether they
are riding a bus or cvalkin_q across the intersection of Iiighway #12
and Old Crystal Bay Road, should be protected, and
[OHEREAS, the peak flow of traffic at the intersection of
Old Crystal Bav Road and Highway �12 must be controlled, and
�7HE?tEAS, traffic is increasing as shown by the State' s
own count, and
[aIiEFtEAS, the visibility to the west of_ the intersection of
Old Crystal Bay P,oad and Highway ��12 is very limited and very difficult
to see on-coming traffic, and
���HEREAS, parents of school children �aho attend the Orono
Schools have expressed concern about the hazards of the intersection,
and
�+1HEREAS, there have been two .fatal accidents and fourteen
• personal injury accidents at this location from 1974 to 1977 , and
WHEREAS, the owner and drivers of the school buses have
re�orted the dangerous conditions that exist at the intersection, and
WHEREAS, the Orono School Board and the Orono Cit�� Council
have rec�uested f_or many years a stop light at Old Cr_ystal Ba_y Road
and Highway #12, and
WHEREAS, in cooperation �aith the State Departrlent of Trans-
portation staff, the Orono School Board, and the Cit�:� of Orono,
warning flashers were installed in 1973, prewarning f_lashers were
installed in 1976, and present plans are under consi�eration for an
installation of a semaphore someti?�e in 1983.
T10�°�, THEREFORE, BE IT RESOLVED that the City Council of the
City of Orono hereby declares the intersection o_f Old Crystal Bav
Road and High�aay #12 as a d�nqerous intersection and rec�uire that the
State Highway Department, as a temporary measure, install red flashers
and a four-�aay stop sign at this intersection immediately to protect
the safety, health and welfare of school chilc�ren anc� other residents
of the City and School District.
Adopted by the City Council of the Citv of Orono, r�innesota at a
regular meeting held October 16 , 1979.
