On February 18, 1977, Assistant Zoning Administrator, Alan
Olson and myself checked a drainage complaint on Cygnet P1.

We found the drainage ditch to be full of ice and co!�!pletely
blocking the culvert under Cygnet Place. The"t�eason r e

ice build-up is a constant running of water coming from a
fish pond at 80 Cygnet Place, the Robert Winchell residence.
On this same date, I called the Winchell's, and talked witt,
Mrs. Winchell. She stated that they have been running WaLu.
from their house to keep the pond filled, because it is the
1� only way their trout will stay alive. I explained to her
that because of this, the ice is building up in the drainage
ditch and backing up, upstream, and threatening the drain -
field at,Mrs. Reginald Ferrell's residence at 3085 Watertown
Road. 1 also explained to her that there is so much ice at
the inlet and outlet and of the culvert that there is no way
for us to clear the culvert. Mrs. Winchell understood the
problem and said they would do what they could after she
discussed it with her husband.
