OATH OF OFFICE 1. Oath of Office—Councilmember Jon Schwingler, newly elected Councilmember,took the Oath of Office administered by the City Clerk. ROLL CALL Orono City Council members present: Mayor Bob Tunheim, City Council Members Alisa Benson, Steve Persian, Jacqueline Ricks, and Jon Schwingler. Members absent: None Staff present were Substitute City Attorney Corine Heine, City Administrator/Engineer Adam Edwards, Interim Fire Chief Shea Chwialkowski, Parks Superintendent Joe Ruthenberg, and City Clerk Christine Lusian. PARKS REPORT 9. 2025 Parks Projects Page 1 of 3 W City Council Regular Meeting Tuesday,MayMinutes 27,2025, 6:00 PM City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 FHO City Administrator Edwards gave a staff report on 2025 Parks Projects and the need to seek grant or outside funding for some items, and asked the Council to approve the consulting proposal and to direct staff to undertake the design process on these projects. Bolton and Menk, engineering consultants, had provided"not-to-exceed"proposals of$87,200 for Hackberry Park Design, $6,980 for the County Rd. 6 trail improvement, and$10,600 for the Antoine Park Master Plan. The Council discussed the item and asked questions of staff. Benson moved, Schwingler seconded,to direct staff to implement design work for Hackberry Park and approve engagement with Bolton and Menk for design services.VOTE: Ayes 5,Nays 0. Benson moved,Ricks seconded,to approve the CR 6 trail resurfacing proposal. VOTE: Ayes 5, Nays 0. Ricks moved,Persian seconded,to move forward with the Antoine Park design process. VOTE: Ayes 5,Nays 0. 10. Mountain Bike/Multiuse Trail The City Council is requested to review the Staff report,receive a presentation, and discuss and approve up to $15,000 for the design phase for a Mountain Bike Trail next to the Orono Golf Course. Rick Carter of the Parks Commission explained the proposed trail. The Council discussed the item and asked questions of staff and Parks Commission representatives. Concern centered on the impact on the Golf Course of a trail on the perimeter to reach the Mountain Bike area and safety for bikers passing close to golfers. Benson moved,Persian seconded,to deny the design proposal not to exceed$15,000 at Orono Orchards Golf Course. VOTE: Ayes 3,Nays 2 (Tunheim and Schwingler). PUBLIC SAFETY REPORT 11. Hire Part-Time Firefighters The City Council is requested to review the Staff report,receive a presentation, and discuss and approve the hiring of two part-time firefighters. The Council discussed the item and asked questions of staff. Persian moved, Ricks seconded, to hire Aiden Liebl and Cam Aslakson as part-time firefighters effective May 28,2025. VOTE: Ayes 5,Nays 0. City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 9kts H OQ� 12. 2026 Street Improvement Project Planning and Engineering Project(Project#26-001) The City Council is requested to review the Staff report,receive a presentation, and discuss and approve the design work for 2026 street improvements. Bolton and Menk had provided a scope of services and design fee estimate not to exceed$129,000 for the roadway portion of the project or$184,000 for the roadway and trail. The Council discussed the item and asked questions of staff. Benson moved, Schwingler seconded,to direct the City Engineer to move forward with the planning and design of the 2026 street improvement project and accept the Bolton and Menk proposal for design. VOTE: Ayes 5,Nays 0. COUNCIL COMMITTEE REPORTS None MAYOR/COUNCIL REPORT Mayor and Council provided reports.
