City Council Special Meeting

ESH0Ma Tunheim called the meeting to order at 6:00 p.m., followed by the Pledge of Allegiance.
ROLL CALL
Orono City Council members present: Mayor Bob Tunheim, City Council Members Alisa Benson, Steve
Persian,Jacqueline Ricks and Claire Berrett. Members absent:None
Staff present were City Attorney Soren Mattick,City Administrator/Engineer Adam Edwards,
Community Development Director Laura Oakden and City Planner Matt Karney.

The agenda was approved by consensus.
CONSENT AGENDA

Benson moved,Ricks seconded,to approve the Consent Agenda and adopt resolutions as
submitted.VOTE: Ayes 5,Nays 0.
PUBLIC COMMENTS
Kelly Grady, Long Lake; and Cindy McDonnell, 1420 Baldur Park Rd,provided comments.
CITY ADMINISTRATOR/ENGINEER REPORT
7. Upcoming Work Session and Council Training Schedule
City Administrator Edwards reviewed planned Work Session topics and reported that he added a section
on available trainings to the Work Session Schedule.
The Council discussed the item and asked questions of staff.
8. League of Minnesota Cities, Local Zoning Authority Retention—Resolution 7573
The City Council is requested to review the Staff report,receive a presentation, and discuss and adopt the
resolution regarding maintaining local zoning authority.

Ricks moved,Berrett seconded,to adopt Resolution 7573 supporting retention of local zoning
authority. VOTE: Ayes 5,Nays 0.

Benson reported on the Police Commission meeting.
MAYOR/COUNCIL REPORT
Mayor and Council provided reports.
CLOSED SESSION
10. Closed Session to discuss Long Lake v. Orono litigation.
Persian moved,Ricks seconded, to enter into closed session at 7:00 p.m., as permitted by Section
13D.05 subd 3(c)3 to hold confidential attorney-client privilege discussion concerning strategy in
the Long Lake v. Orono litigation. VOTE: Ayes 5,Nays 0.
(The City Council was in closed session from 7:00 p.m. to 10:17 p.m.)
ADJOURNMENT
Tunheim moved,Benson seconded,to adjourn the meeting at 10:17 p.m.to Monday,April 14,2025
at 6:00 p.m.VOTE: Ayes 5,Nays 0.
