Mr. Wayne Long, of Orr-Schelen=Mayeron, was
present to address the Council on setting
uidelines for assessing the 73-1A, 73-1D,
73-1E, & 73-1F Projects. It was recommended
we defer until February any further assessment
proceedings.
The Village Administrator was instructed to
forward to the Hennepin County Highway
Department a request to allocate and commit
MSA funds to acquire right-of-ways for the
proposed ring route north of Orono, which
involves County Highways #)110, #19, & #6.
A representative from Hickok & Associates,
presented a status report on the storm water
management plan, which in part is composed of
quality and quantity of water in 110 marshes
in Orono. It was recommended that all reports
and tables be simplified so that they could be
easily understood by the average layman.

Searles moved, Welsh seconded, to instruct the
legal department to submit a 26' marsh
environmental protection buffer zone
requirement ordinance for Council review.

Mr. Herman Renner appeared before the Village
Council concerning the disturbing noise and
late hour parties at the North Shore Marina,
located at 3220 North Shore Drive. The Village
Council instructed the Village Administrator
to draft a letter to the North Shore Marina
informing them of their responsibilities in
controlling disturbances and noise complaints
generated from activity within the marina
area during the night.
Searles moved, Butler seconded, that ROsolution
0550, a resolution appointing election judges
for the primary and general elections to be
held September 10, and November 5, 1974, with
the deletion of Mrs. Massengale from the list,
be approved. Motion, Ayes (5) - Nays (0) .
Welsh moved, Paurus seconded, to repeal
Ordinance No. 150, commonly referred to as
the Uniform Electric Franchise which was a
40requisite to the Metro Rate Authority
-Kablishing rates and franchises. Motion,
Ayes (5) - Nays (0).
