A RESOLUTION URGING THE METROPOLITAN SEWER
BOARD AND THE METROPOLITAN COUNCIL TO
IMMEDIATELY PROCEED TO CONSTRUCT THE ORONO-
LONG LAKE INTERCEPTOR USING ALTERNATE 1 AS
THE CONSTRUCTION.PLAN
BE IT RESOLVED BY THE CITY OF ORONO THAT:
WHEREAS, the Metropolitan Sewer Board has a statutory
duty to remove existing treatment plants from a discharge
into Lake Minnetonka and to connect them to the Metropolitan
Disposal System, and
WHEREAS, the public health, safety and welfare require
the placing of those plants on the Metropolitan Disposal
System at the earliest possible time, and
WHEREAS, it is the statutory responsibility and duty
of the City of -Orono to determine the necessity and financial
capacity of the City of Orono to undertake the construction
of trunk and lateral sewers within its boundaries, pursuant
to a sewer plan approved by the Metropolitan Sewer Board,
NOW, THEREFORE, BE IT RESOLVED THAT
1. The Metropolitan Sewer Board or the Metropolitan
Council immediately order the construction of the Orono -Long
Lake Interceptor using Alternate 1 as the construction plan -for
that interceptor;
2. That the Metropolitan Sewer Board and the Metropolitan
Council recognize the statutory duty and responsibility of
the City of Orono to balance the many complex factors that
comprise a decision to construct a local trunk or lateral
sewer system, including public need, financial ability,
desires of the residents, effect on development, and other
factors and that the Metropolitan Sewer Board and Metropolitan
Council not adopt the staff recommendation that local sanitary

sewers be immediately installed in the Brown's Bay, Stubb's
Bay and Maxwell Bay areas cf the City of Orono as not being
within the statutory authority of these agencies and because
that recommendation is not based upon a sufficient awareness
of local conditions to justify that conclusion.
Approved on the 4th day of March , 1974, by a
vote of 5 ayes and p nays.
