The LMCD,DNR aud City of Oroiio iizust fii1fi11 their trusteeship over the public w�.ters by protecting agauist interference by auyone, iilcluding those who assert the conuiZOn law rights of ripariaii owners, whether or iiot they Ue coiiunercial iila�iiias or residential owners; WHEREAS, as to Lalce Muuletoi�lca, a iinittial right of enjoynieni exisis Uetweeii and is shared by ripa.riau owiiers and the public generally,no one riparian owner lias exclusive privileges over Lake Miruletoiika. The oiily additioiial private right that any riparian owner nlay have over the puUlic generally is to coiistruct one dock to the navigable depth of the�ublic waters. There can be no dispute but that the public geilerally and eacl�riparia�i owzler to Lake Mimzetonlca has ihe righi to use the eiitire sur�'ace area of Lake Miiuietoiilca for�11 suitable pui��oses in coiiimon with all other riparian owners.
