Mayor Tunheim called the meeting to order at 6:00 p.m., followed by the Pledge of Allegiance.
ROLL CALL
Orono City Council members present: Mayor Bob Tunheim, City Council Members Alisa Benson, Steve
Persian,Jacqueline Ricks and Claire Berrett. Members absent:None
Staff present were City Attorney Soren Mattick, City Administrator/Engineer Adam Edwards,and Parks
Superintendent Joe Ruthenberg.

Benson moved,Ricks seconded,to approve the Agenda as submitted.VOTE: Ayes 5,Nays 0.

Jay Nygard for Kendall Nygard, 1386 Rest Point Rd;Nancy Brantingham, 3185 County Road 6; Holly
Wellman, 105 Oak St.; Janie Delaney, 1315 Woodhill Ave.; Kelly Prchal 705 Watertown Rd; Ritchie
Anderson, 3205 Crystal Bay Rd.; Jay Nygard, 1386 Rest Point Rd; and Kelly Grady,Long Lake;
provided comments.
9. Architecture Design for Public Works Commodities Yard(24-035)
Edwards explained this item is for the design portion of commodities(such as salt) storage for the public
works building.
Ricks noted the City is looking at moving in a different direction for a less expensive structure than
originally planned.

Benson said her concern was for the scale of the project and the cost and keeping the City Council
informed through the process.
The Council discussed the item. asked questions of staff and allowed comments from the public.
Berrett moved,Benson seconded,to accept the Oertel proposal for design. VOTE: Ayes 5,Nays 0.
PARKS AND FACILITIES REPORT
10. Purchase Equipment—Floor Cleaning Units
The City Council is requested to review the Staff recommendation for three floor cleaning units of various
sizes that can be used throughout the City and discuss and approve the purchase. Three bids were
received.
The Council discussed the item and asked questions of staff.
Persian moved,Benson seconded,to approve the quote from Factory Motor Parts for$40,601.54.
VOTE: Ayes 5,Nays 0.
CITY ADMINISTRATOR/ENGINEER REPORT
11. Add Special.Election Provision to City Code—Ordinance 307
The City Council is requested to review the Staff report,receive a presentation, and discuss and approve
an ordinance amendment establishing the ability to call a special election.
The Council discussed the item and asked questions of staff.
Benson moved,Ricks seconded,to adopt Ordinance 307 amending the code of ordinances
providing for special elections to fill certain vacancies in elected offices at times other than
the regular city general election and to approve publishing a summary. VOTE: Ayes 5,Nays
0.
12. Call for a Special Election—Resolution 7554
The City Council is requested to review the Staff report,receive a presentation, and discuss Resolution
7554 calling a special election.
The Council discussed the item, asked questions of staff,and allowed comments from the public.
Benson moved,Persian seconded,to adopt Resolution 7554 calling a special election to be held May
13,2025 to fill a vacancy on the City Council. VOTE: Ayes 4,Nays 1 (Berrett).
