Deputy Chair Porter called the meeting to order at 6:00 p.m., followed by the Pledge of Allegiance.
ROLL CALL
The Orono Park Commission members present: Deputy Chair Cameron Porter, Commissioners Janice
Berg, Michael Huddy Gordy Stofer and alternate Sandy Rasmussen.
Members not present: Kjersti Duval Rick Carter, and Chair Brian Roath.
Staff present: City Administrator Adam Edwards
APPROVAL OF MINUTES
1.February 6, 2024 Park Commission meeting minutes
Huddy moved, Stofer seconded, to approve the minutes of the February 6, 2024 Park Commission
meeting as submitted. VOTE: Ayes 5, Nays 0.

PRESENTATION
STAFF REPORT
2. Golf Course Update
!00th anniversary Celebration took place at the golf course, which included the dedication of the new
pavilion and the planting of some apple trees on the course.
Parks will start to transition to Fall and Winter preparation and start preparation for the Holiday Tree
Lightning.
3. Park Updates
Parks, in and in particular the beaches have been prepped for the summer season. Hackberry Park
demolition site was graded and hydroseeded, Big Island vault toilet pumping has been completed. A new
mower has been purchased for Big Island and all playground equipment was pressed wash in preparation
for the summer and new mulch was put down in the playground area.
4.Project Updates
Lurton Dog Park expansion project is near completion, restoration and establishment is still needed.
Pickleball and the Hackberry Park revitalization are still in need of funding, both will be included in
upcoming grant applications.

Timeline for Mountain Bike Trail at Orono Orchards
1. Prepare a concept
drawing, based on
input from neighbors,
and stakeholders.

2. Present updates (with concept drawing, and proposed plan) to Parks
Commission at February meeting. Consider a motion for a recommendation to
move to design.
3. Initial Stakeholder Input begins. All (including the City Council) are encouraged
to ask questions and provide input to Staff and/or Parks. This can happen via
email, phone, or in person.
4. Take to the council at a Work Session on April 14th. This will serve as a tollgate
for the mountain bike project.
5. Hold an open house in mid-April at the golf course. Invite City Council to attend,
and provide input. Further revise concept drawings and plan, if necessary
6. Bring Parks recommendation to City Council to move to design. Ask them to
approve design fees ($15,000 is in CIP).

7. Engage design/builder to prepare the final design and cost estimate. As part of
their work, hold an open house at the golf course. Designer will then
incorporate feedback from open house.
8. Begin fundraising – apply for grants and approach Orono Parks Legacy 501c3
and MORC - Minnesota Off Road Cycling, nonprofit for support.
9. Present the final design and overall budget at Parks. If supported, make a
recommendation to council at upcoming City Council meeting.
10.Bring final Parks recommendation to City Council in June with timeline and
fundraising plan.
11.Select and proceed with builder to build the trail, once funds are in place.
