RE: Local Board of Review for January 2, 1998 Assessment
The sales used for the January 2, 1998 Assessment (taxes payable in 1999) occurred between October 1, 1996
and September 30, 1997. Values for these properties that were established for the previous assessment (1-2-97)
were compared with the purchase prices to determine what changes were needed to more accurately reflect
market value.
AGGREGATE PROPERTY TYPE GROWTH (Total market value growth of each property type). The
estimated range of increase varies greatly because of the VAST differences of Orono properties.
Lakeshore 8.6% (l%-50%+)
Off Lake Residential 2.8% (0%-10%+)
Commercial and Industrial 5.4% (0%-10%+)
The Local Board of Review can address only questions of "Estimated Market Value" and "Classification" (see
definitions below) for the January 2, 1998 As.sessment (taxes payable in 1999). The Board can make reductions
in value not to exceed one percent (9,560,049) of the current total market value of the City. There is no limit to
the change allowed of individual properties.
Market Value: 1 he most probable price in terms of money which a property should bring in a competitive and
open market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently,
knowledgeably and assuming the price in not affected by undue stimulus.
Classification: The use of a property as defined by state law. The most common classifications apartment,
double bungalow, triplex, commercial, industrial, farm, residential homestead and residential non-homestead.
We have enclosed a book of the sales considered for the current assessment as a reference for you to use at the
Board of Rev iew. PLEASE BRING THIS BOOK TO THE BOARD OF REVIEW!

We believe the estimated market value for our house is too high and is unrealistic for the
following reasons;
1. The sales price in June of 97 w'as a total of $625,000 which included personal property of
$37,100 therefore the price of the house was $591,900. Attached is the Certificate of Real
Estate Value which details the personal property. 1 he largest items in this are the dock with
boathouse and the entertainment center. The dock is sized to handle a 48 ft boat and 1 believe
the value we claimed on this as well as all the personal items is conservative
2. We also feel we paid at the very high end for this house if not too much. The house was
listed at 3730 square feet and in reality it is 3300 square feet. We did not know this until we had
moved in
3. In addition the south room which was listed as part of the regular living space is not properly
heated and many days this wanter we had to close off the room because we could not heat it
above 60 degrees. This would further reduce the total square feet of year around living space.
4. This house has a crawl space where the furnaces are kept. Last summer to our surprise we
had several inches of water throughout the entire space for most of the season.
5. During this winter we were also surprised to see that Rockvam Boat Yard was able to
construct a HUGE steel building within feet of the shoreline. This now is our view throughout
the winter months and even now the trees can’t hide this thing. We believe that this will greatly
affect our ability to sell this house in the future and has significantly impacted the value of our
property.
6. Another factor is the school system. This property is in Westonka Schools. We found when
we sold our previous home that many high end buyers won’t consider a home in this district.
This was not a problem for us since our children are already in Orono through open enrollment.
However with open enrollment tightening or closing it becomes a larger issue.
7. In looking for comparable homes that have recently sold our previous home at 3486 Ivy Place
is the best comparable. It has similar square footage, perfect lake shore, a veiy large lot, in the

We talked to the assessor’s office twice, but we are not
convinced of the justification of this huge increase no

What are fixed income retired people to do other than be
forced to sell their home?

We arc writing to question our real estate valuation notice payable in 1999,
The increases this year in both the limited market value and estimated market \ alue far
exceeds the actual value of oil- home. The proposed increase in mar ket value is S207.000
or 27.3®/'o more than las: year. The percentage of change over tlie past five years has
varied from (a decrease!) -.003% to increases up to 5.8%. See attached copies of the last
five vears of valuation notices.
We understar.d that by law the increases in limited market values arc capped at 10% per
vear. We are not sure, ho.vever, how such a large estimated market value was determined.
Tc substantiate our fccl'mgs. we’ve attached an appraisal done this week that lists the
appraised value of 2565 Dunwoody Avenue at $800,000 which is $43,800 below the
limited market value and 5165,000 below the estimated irarket value.
Needless to say, we wish oar property would be as valuable as Orono lias estimated, tut
unfortunately that ’s not the case. We certainly v/culd appreciate your reviewing this
information and. if in agreement, adjust our market \ames accordingly.

Dear Council Members,
We hereby appeal the 1991 valuation of our home at 1020 Tonkawa Rd.,
Orono, MN. We also request a hearing date to present our information and
objections.
In the 8 yrs. that we have lived in Orono we have seen our taxes increase
exceptionally. While not happy with the overall rates of increase over the
years, especially against increasing budget surpluses, we have never filed an
objection. This year, unfortunately, we must object. We believe our valuation
is unfair and excessive; by at least $122,000.00 and perhaps as much as
$172,000.00
The new construction in the neighborhood in recent years has been of a
more expensive and larger size category of homes than what we built 8 years
ago. Further, other comparable properties in the neighborhood have not risen
nearly as quickly as ours in recent years.
