The proposed assessments are hereby adopted and confirmed as the proper special assessments for.each of said lots, pieces and parcels of land respectively, and the ass.essment against each parcel,... together with interest at the rate of 60 per annum accuring on the full y amount thereof from time to time unpaid; shall be a lien concurrent with general taxes upon such parcel and all thereof.
