ages involved at this assembly. Paul Voigt indicated to me in a
phone conversation on August 17» 1976 at about 5:00 P«N. that 3.2

KOn August 18, 1976 in a phone conversation with the Minnesota
State Liquor Control Commission (Phone: 296-6159) X was told that
no liquor license was issued to Mr. Paul C. Voigt, Todd lilies,
Mary or Marie Oroshong or Richard or Brent Primus. The Village of v.Orono also has not issued suoh a llsanaa. ^

At this time I recommend that the application be denied because of •

had four complaints on excessive noise. 'Aie operation of
the party was contacted by police officers after each com-*
plaint. The fourtu time the operation was Infozroed to shut
the music off.
69.090 - maximum size; This department feels strongly that
^ assembly at tills location should not excede 300 people
due to tiie probability of problems including, noise, light
ing, traffic, sanitation, congestion, and otner factors af
fecting the public's safety and v;olfure.
Due to vacations and scheduling problems we do not feel
that we could provide the necessary police protection for this
section of tho community. If a party larger than 300 was
held.

We feel that this application may contain a fraudulent statement,
that is. Hr. Uell Nedderroeyer is listed as security chief. When
this department contacted Mr. Neddermeyer he didn't Icnow anything
about being identified as the security chief.

The address and legal description. The address and legal descrip
tion of all property upon which the large assembly is going to be
held is definitely not adequate. He is listing a field on County
Road 33 east of S'xl-Tonka. There is approximately four miles of
County Hoad east of Ski-Tonka, The property liiinedlately east
cf the Ski-Tonlca property is owned by Waltea Benhardus.

be hold and their written approval. Hr, Brent William Primus

cation does not indicate that Mr. Brent William Primus has the
legal autnority to do so.
Nature and purpose of tho large assembly. Tho application does not
adequately describe the nature and purpose of the assembly. It
simply states "Outdoor Party and Dance for Benefit". We have no
knowledge of for who's benefit.
Plans for security. Tho application does not contain any plans

for sociirity, the deployment of guards, their names, addMsses, cre
dentials, or hours of availability.
Sound control. The application does not contain any information
describing the sound amplification system, including the number,
location and power of a^lifiers and speakers.
Pood concessions. The diagram indicates a "Hot Dog Stan4". The
application lists Mary and Marie Groshong who live at the address
of tne assembly but does not contain their license or pezviit nxsa-
bers as required.
All information required by Section 69.080. Dkey indicated some
thing for each item required by section 69.080 but we feel in most
cases the Information is grossly inadequate.
