Mayor Walsh called the meeting to order at 6:00 p.m., followed by the Pledge of Allegiance.
ROLL CALL
Orono City Council members present: Mayor Dennis Walsh, City Council Members Alisa Benson,
Richard Crosby III, and Maria Veach.Members absent:None.
Staff present were City Attorney Soren Mattick, City Administrator/Engineer Adam Edwards,Finance
Director Maggie Jin, City Planner Melanie Curtis and Community Development Director.Laura Oakden.

COMMUNITY DEVELOPMENT REPORT
16. LA24-000053, 700 North Arm Drive,Variances
The City Council is requested to review the Staff report,receive a presentation, and discuss and authorize
staff to prepare a resolution adopting a Lakeshore Setback Variance and other variances for a new two-
story home. Staff supported all variances except for the variance for an additional foot and a half on the
new deck.
The Council discussed the item and asked questions of staff and the applicant, Ken Levitt, 700 North Arm
Drive,and Andy Johnsrud from Lecy Brothers Homes.

Walsh moved,Crosby seconded,to direct staff to prepare a resolution of approval. VOTE: Ayes 3,
Nays 1 (Benson).
17. LA24-000055, Cannabis Setback Text Amendment—Ordinance 306
The City Council is requested to review the Staff report,receive a presentation, and discuss and adopt the
resolution amending the city code as presented to cover cannabis businesses. The changes would allow
cannabis businesses within the business and industrial districts with all setback requirements allowed by
State law.
The Council discussed the item and asked questions of staff.
Veach moved,Crosby seconded,to adopt Ordinance 306 as presented to allow cannabis businesses.
VOTE: Ayes 4,Nays 0.
Oakden also reported on activities in the department and current permit revenue.
PUBLIC SAFETY REPORT
18. Long Lake Fire Department Fire Truck Purchase/2025 CIP Approval
The City Council is requested to review the Staff report, receive a presentation, and discuss and approve
the 2025 Long Lake Fire Department Capital Improvement Plan and the purchase of a brush utility
vehicle.
The Council discussed the item and asked questions of staff.
Walsh moved,Crosby seconded,to deny items 1,2 and 3 (all items)in the Council requested action.
VOTE: Ayes 2,Nays 2 (Benson and Veach).Walsh announced the motion failed on a 2-2 vote.
CITY ATTORNEY REPORT
None.
CITY ADMINISTRATOR/ENGINEER REPORT
19. Accept Resignation of Councilmember Matt Johnson and declare a vacancy--Resolution 7530
The City Council is requested to review the Staff report, receive a presentation,and discuss and adopt the
resolution accepting the resignation of Councilmember Matt Johnson and declaring a vacancy. City
Administrator Edwards explained Johnson's resignation had been received that day and because there are
more than two years left in Johnson's term,there would need to be a special election in 2025 and an
interim appointment in the meantime.

Crosby moved,Veach seconded,to adopt Resolution 7530 accepting the resignation of Matt
Johnson and declaring a vacancy on the City Council. VOTE: Ayes 4,Nays 0.
Edwards also reported on the 2024 City Election and thanked the City Clerk, staff, and community
election judges.

PUBLIC COMMENTS
- Jon Schwingler, 1550 County Road 6; Brian Turbeville, 997 Wildhurst Trail; and Jay Nygard, 1386 Rest
Point Road,provided comments.
