Dear Project Area Residents;
Installation of the sanitary sewer lines and lift stations is complete for the Bracketts Point/Bay Ridge
sanitary sewer project. The system will be operational and available for residential connections as
of Monday,November 3rd. All connections to the system must be completed by a state licensed
plumber. A City permit for connection must be obtained by the licensed plumber who is going to
complete the work. Payment of the Metropolitan Council Environmental Services SAC (Sewer
Availability Charge) must be made when the sewer connection permit is issued. This charge is for
the metropolitan sewer system downstream capacity that has been reserved for new sanitary sewer
connections.
According to Orono City Code, all connections to the sewer system must be made within 16
months of the official date that the system is operational for residential connections. Based on the
availability date of November 3rd 1997, the deadline for connection to the system is March 3rd
1999. Effectively, this means that all connections will need to be completed before the end of the
1998 construction season.
Restoration of the project area is scheduled for this fall with the final surface course of asphalt
pavement scheduled for completion in 1998. Thank you for your assistance in this matter and

current City Codes, but was installed according to the code in effect at the time of installation, and which
is operating satisfactorily by treating and disposing of the entire current seuage input without discharging

3 "NON-CONFORMING SYSTEM"-A prohibited system; a system located within a designated 100-year floodplain; any
system which may or may not meet all the location, design, and construction standards of the current City
Codes and which is failing for any reason; and an s stem uith less than 3 feet of unsat rated soil or sand
