Dear Mr. Benson:
Hike Scheller has asked me to comment on the attached letter
from Mr. Bensing regarding hooking up the second house on Lot 97,
Spring Park, on Casco Point.
The attached map shows the location of Lot 97 which does not
front on Casco Point Road.
One of the houses on the lot Is hooked to the sewer apparently
through Lot 106 which Is owned by his daughter. Mr. Bensing would
like to hook up the second house at this time as his daughter Is
selling Lot lOB and he would like to do the work while he still
has access to the sewer.
We see no objection to the two houses on Lot 97 using the
comnon service to the sewer; however, we would recommend that
Mr. Bensing secure an easement for the service across Lot 108.
The City has no records to indicate that Lot 97 has ever
been assessed for sewer. If this is the case, we would recommend
that the owner be required to apy a cost at least equivalent to
the original assessment at the time of hookup.
If the property had been assessed with the original project,
the cost at that time would have been $225 connection charge for
2 units plus a footage charge of $12.00 per foot for 60 feet, or
$720, or a total assessment of $1,170.00.

The house which Is not hooked up at the present time will
require a pump. It has been city policy for the city to buy the
pump for the iwmeowner in these cases. This could be deducted
from the equivalent assessment cost.
