� � <br /> � O� <br /> � O O <br /> � F <br /> CITY of ORONO <br /> �'� G~ RESOLUTION OF THE CITY COUNCIL <br /> �`�kEsHo�`� Na _ 6 0 � 6 <br /> A RESOLUTION OF SUPPORT <br /> FOR THE MINNEHAHA CREEK WATERSHED DISTRICT'S <br /> LONG LAKE CREEK IMPROVEMENT PROJECT <br /> WHEREAS,the Minnehaha Creek Watershed District(MCWD)has completed a <br /> feasibility study which identifies project opportunities in the area surrounding Long Lake Creek <br /> which extends from Long Lake to Tanager Lake; and <br /> WHEREAS,these projects are listed in the MCWD Comprehensive Water <br /> Resources Management Plan and are intended to improve water quality in Long Lake Creek and <br /> Tanager Lake as well as restore hydrology, reduce erosion, improve habitat, increase infiltration, <br /> and expand wildlife corridors; and <br /> WHEREAS,the MCWD has selected five project elements to consider ordering <br /> � at the August 25, 2011 Board of Managers meeting. These projects would be designed in 2012 <br /> and constructed in 2013-2014, and they include: stream re-meander in Reach 2 at the Smith <br /> Dump site; restoration of a drained wetland(D-117-23-03-016); berm repairs at the former Long <br /> Lake sewage lagoon; and streambank sta.bilization downstream of the Brown Rd outfall and <br /> Wayzata Blvd outfall; and <br /> WHEREAS,the total estimated cost of these five project elements is $700,002, <br /> of which$217,177 would be levied in 2012 for design; and <br /> WHEREAS,the MCWD held a public meeting on July 27, 2011 to inform <br /> residents in the study area about the proposed projects and obtain feedback; and <br /> WHEREAS,the MCWD has requested a resolution of support for the proposed <br /> projects from the cities of Orono and Long Lake; and <br /> WHEREAS,the City of Orono within its 10-Year Phosphorus Reduction Plan <br /> (an element of the MCWD-approved Orono Surface Water Management Plan)has included as <br /> Capital Improvement Project No. 12 ("CIP-12") a monetary contribution toward this project of <br /> $30,000 in 2011 and $30,000 in 2012, with the intent that said contribution will result in a credit <br /> of 201bs. per year of phosphorus reduction towards Orono's MCWD-required reduction of 230 <br /> lbs of phosphorus per year. <br /> �_ <br /> i <br /> f <br />
