ROLL CALL The Orono Park Commission members present: Deputy Chair Cameron Porter, Commissioners Janice Berg, Rick Carter, Michael Huddy and alternate Sandy Rasmussen. Members not present: Gordy Stofer, Kjersti Duval and Chair Brian Roath. Staff present: Park Director Josh Lemons APPROVAL OF MINUTES 1. February 6, 2024 Park Commission meeting minutes Carter moved, Berg seconded, to approve the minutes of the February 6, 2024 Park Commission meeting as submitted. VOTE: Ayes 5, Nays 0. PUBLIC COMMENT Janie Delaney, 1315 Woodhill Ave; Denny Walsh, 1354 Rest Point Circle, Roger Adams, 1130 Underhill Circle, Long Lake, and Ritchie Anderson, 3205 Crystal Bay Rd. offered comments. PRESENTATION STAFF REPORT 2. Golf Course Update Staff reported the golf course was able to open a month earlier than last year and although it has been wet, many rounds have already been played. The 100th Anniversary of the golf course will be celebrated with events June 17 to 22 with the main events Saturday June 22. Last year there was one Junior League and this year there are two. The turf on the course came out well over the winter despite a lack of snow cover. The department bought some gently used greens mowers from a course in Des Moines. Lemons said the department has a great staff this year that is working hard and trying to support the community. 3. Park Updates Lemons reported on staffing status and the transition to spring activities. The goal is to have all the parks functional with docks, swim platforms and biffs out by Memorial Day. One of the larger projects this year will be the Hackberry Park restoration. The area where the house was demolished will be seeded this spring. The park is currently under water so drainage will have to be watched this year. Big Island is open for the season. The restrooms are functioning as they should and are cleaned on a regular basis. Some tree trimming is planned. Social isolation has been associated with a 50% increased risk of developing dementia. (Kulper et al, 2015; Penninkilampi et al, 2018) Loneliness has been associated with a 59% increased risk of functional decline and a 45% increased risk of death. In 2022 the Sports & Fitness Industry Association Report on Pickleball found that ages 6-17 made up over 21% of pickleball players. And players under 24 had the fastest growth rate – a whopping 21%. The 2023 APP Pickleball Participation Report showed that 14% of the adult population played pickleball at least once in the last year. Based on Google Trends data from 2019 through 2023 Minnesota ranks in the top five US states with the highest pickleball interest. 11 What is the West Lakes Pickleball project? •Initiated in 2021 by the Orono Community •Public/private partnership with Orono Parks Legacy and members of the West Lakes Pickleball Club •9 fenced courts - parking for 40-50 vehicles •Programs through Orono Community Education The City of Orono’s Master plan includes a 9-court outdoor complex as of February 2024. Commitment of a $375,000 parcel of land near the Long Lake Fire Station, and good faith intent to contribute to the storm water management, landscaping, trails/sidewalks and design work have laid a solid foundation for the project. Lurton Park Brian Roath AGENDA ITEM Exhibits 2024_Goals_and_Committees.pdf 21 Park Commission City of Orono The Park Commission advises the City Council on matters of maintenance and use of park facilities, preservation of natural re sources and promotion of environmental awareness MISSION STATEMENT The City of Orono will provide effective guidance through public policy established from citizen involvement, by empowering staff to implement best practices to prepare Orono for any challenges of the future and by ensuring a positive customer experience, su perior municipal services and provide a safe community for the residents, businesses and customers to live, work and play in. From City Code Members. The park commission is composed of seven members, who serve staggered three-year terms. The director of public services and one council member shall be members of the commission ex officio and without vote and are in addition to the seven-member commission (Code Section 22-32) VISION STATEMENT To be the residential community of choice and remain widely recognized for its preservation of natural rural beauty, quality of life, and recreational assets. Powers & Duties. The park commission shall be only an advisory body to the City Council. The commission shall study and consider the continuing needs of the city for parks and recreation areas and facilities of all kinds, including but not limit ed to problems involving public use of Lake Minnetonka and other lakes in the city, and portions of its shorelines. The commission shall report to the council.
