Mayor Walsh called the meeting to order at 6:00 p.m., followed by the Pledge of Allegiance.
ROLL CALL
Orono City Council members present: Mayor Dennis Walsh,City Council Members Matt Johnson,
Richard Crosby III, and Maria Veach. Members absent: Alisa Benson
Staff present were City Attorney Soren Mattick, City Administrator/Engineer Adam Edwards,Finance
Director Maggie Jin, and Fire Chief James Van Eyll.

APPROVAL OF AGENDA
CEREMONY
1. Orono Firefighter Swearing in Ceremony
City Administrator Edwards reported the Orono Fire Department has hired 22 firefighters over the past
year. The firefighters have completed all the necessary training to be a firefighter or are currently
enrolled.
Mayor Walsh administered the Oath of Office and each firefighter received their badge as well as flowers
from the Orono Garden Club. Taking the Oath of Office as charter members of the Orono Fire
Department were James Van Eyll, Shea Chwialkowski,Tom Flermoen, JB Seals,Jeff Krahl, Ryan
Kanive, Mike Johnsrud,Justin Hinker,Ben Carlson,Kayla Kennedy,Pat Cotton,Jake Martin, Taylor
Andres, John Jackson, Chris Adams, Tom Brown and Matt Hoover.Not present were Ben Veach, Oliver
Kennedy and Nate Webber who will receive their badges at a later date.

Crosby moved,Veach seconded, to approve the Agenda and the Consent Agenda with Item 9 added
to the Consent Agenda and Item 10 moved to the position of Number 7 which was postponed.

This item was originally Item 10.
The City Council is requested to review the Staff report,receive a presentation,and discuss and approve a
letter to the City of Long Lake offering to provide fire service to Long Lake and purchase or lease Long
Lake's half interest in Fire Station One.
The Council discussed the item.
Mayor Walsh opened public comments on this topic at 6:47 p.m.
Stacey Royal, 3135 Jamestown Road, Orono; Gregg Steinhafel,2265 North Shore Drive,Orono; Ritchie
Anderson, 3205 Crystal Bay Road; John Bendt, 1120 Tonakawa Road, Orono(via letter); and Bill
Winter, 1030 North Shore Drive W. Orono provided comments.
Mayor Walsh closed public comments at 7:00 p.m.
Crosby moved,Johnson seconded,to approve the correspondence with Long Lake. VOTE: Ayes 4,
Nays 0.
PRESENTATION
Lake Minnetonka Conservation District(Postponed to July 8)
8. 2023 Comprehensive Annual Financial Report
Tyler See from Abdo Solutions presented the 2023 audit results, issuing an unmodified or clean opinion.
He said there were some journal entry adjustments made during the audit that were deemed to be material
in nature, and a decrease in the city's fund balance from the target 45 percent to 36 percent.

This item was added to the consent agenda.

CLOSED SESSION
12. Closed Session to Discuss Orono Vs. Long Lake Litigation
Walsh moved,Crosby seconded,to enter into closed session at 7:52 p.m.,as permitted by Section
13D.05 sub.3c3 to discuss litigation between the Cities of Orono and Long Lake. VOTE: Ayes 4,
Nays 0.
(The City Council was in closed session from 7:52 p.m. to 8:29 p.m.)
Johnson moved, Crosby seconded,to reopen the Orono City Council meeting at 8:29 p.m. VOTE:
Ayes 4,Nays 0.
ADJOURNMENT
Johnson moved,Crosby seconded,to adjourn the meeting at 8:29 p.m.to Monday,July 8,2024 at
