SUBJECT: Disciplinary Action - Erik Bowman Temporary Parks Helper
On July 18, 1991 Erik Bowman, Temporary Parks Maintenance He’per
was assigned to mow the steep bank at the Navarre Parking Lot.
When Erik began employment in 1 990 he was instructed to mow the
bank with a hand mower only and not a riding mower.
On the above date Erik was mowing with a riding mower, lost
control of the mower and collided with a parked vehicle.
The damage to the parked vehicle is minimal but the preliminary
estimate of damage to the riding mower is in excess of $1,000.00.
I have discussed the matter with Erik and am not satisfied with
his reasons for not following the instructions given him prior to
the accident.
It is my recommendation to suspend Erik for five working days
without pay and to monitor his work habits more closely until his
termination in the fall to determine whether or not he would
return to that position in the spring of 1992.

SPECIAL HEBTING OF THE ORONO COOMCIL
3:B0 P.M., JULY 23, 1991
Members present; Mayor petf.-rson. Counci Imemoers J. Diann Goetten,
Ed Callahan, Gabriel Jabbour and Mary Butler. Representing city
staff were Mark Bernhardson, City Administrator and John
Gerhardson, Public Works Director.
POLICE CHIEF INTERVIEWS - The Council interviewed the five
finalists for the Polcie Chief's position.

seconded to offer the position to Steve Sullivan and diected the
City Administrator and the consultant Jim Brimeyer of Sathe and
Associates to prepare an employment and compensation package
within the appropriate guidelines and to present that agreement
to the Council on August 12, 1991. All voted aye. Motion
passed *
DISCIPLINARY ACTION - Callahan moved, Butler seconded to approve
the recommendation of the Public Works Director to suspend
without pay for one week, Erik Bowman for operating equipment in
an unsafe manner. All voted aye. Motion passed.
ACTING CITY ADMINISTRATOR SPECIFICATIONS - Callahan moved, Butler
seconded to approve the job description for the Acting City
Administrator position. All voted aye. Motion passed.
RESOLOTION AMEND CITY'S COMPENSATION PLAN - Butler moved,
Callahan seconded to adopt Resolution #2999 amending the City ’s
compensation plan to allow for an adjustment to the Acting City
Administrator's salary from 5% to 15% rate which amounts to
$4,533 annually and that this increase is in effect until the new
City Administrator recommends an adjustment. All voted aye.
Notion passed.
RESOLOTION OF APPRECIATION - MARK BBRNHARDSON - Jabbour moved,
Callahan seconded to adopt Resolution #2997 a Resolution of
Appreciation to Mark Bernhardson, City Administrator. All voted
aye. Motion passed.
Notion by Peterson, seconded by Butler to adjourn at 8;45 p.m
All voted aye. Motion passed.
