To Whom It May Concern:
The above referenced property sustained major damage to the
shoreline from the back-to-back 100 year storms of July 23, 1987.
The storm undermined existing retaining walls and resulted in the
loss by erosion of portions of the steep lakeshore banks.
The City of Orono instituted an emergency storm repair
ordinance that would waive all requirements for land use review
for work within the lakeshore protected area ( 0 -75 ' from
shoreline of Lake Minnetonka, measured at 929.4' elevation).
The owner of the property applied for the necessary building
permits to restore the lakeshore bank by installing a series of
retaining walls. The owner also provided temporary safety
precautions by roping off the lakeside of the property in
addition to providing temporary erosion control at the shoreline.

RE: LAND USE APPLICATION OF MAY 27, 1993
Dear Ms. Mabusth:
Enclosed is a cross section of the revised retaining wall design by GME Consultants, Inc.
This information applies:
• This drawing has been submitted to, and reviewed with, Shawn Gustafson by
GME Consultants.
• You will note the use of Allan Blocks (a concrete product) with Geogrid
reinforcements. The engineer has marked the drawing "preliminary" because he
has not finalized the Geogrid design. They are doing test borings June 15, 1993,
to establish final Geogrid dimensions.
• As noted on the drawing, this cross section shows the maximum wall heights.
They taper down from this as the bank height reduces.
• The 3:1 slopes will have grass or ground cover and will have shrubs planted in
front of the walls. A hedge will be planted above the upper wall.
After much review with professionals, this design is believed to be best able to retain the
slope permanently.
