Due to meeting conflicts for representatives of many LMCD Member
Cities, the 30 April 1991 meeting of the 14 cities, the LMCD,
DNR, and Metropolitan Council representatives has been
rescheduled to Tuesday, 14 May 1991 at 7:00 PM in the Wayzata
City Hall Council Chambers, 600 Rice Street. Again, the purpose
of this meeting is to continue the progress that has been made In
reaching a consensus position on the LMCD Management Program and
Shoreland Grant Agreement. It is hoped that this would be one of
the last meetings needed to provide input to the LMCD and
Metropolitan Council staff as they redraft the program and
agreement.

Chair Dean Schiuter called the meeting to order of the Highway 12 Task Force
at 7:05 p.m.
METROPOLITAN ADVISOR!' GROUP REPORT;
Steve Hay, Mn/Dot Representative reported that the scoping docisnent for the
west corridor freeway/expressway is due to be completed July 1, 1991. In
anticipation of that, there are*three citizens groups presently meeting on
policy, technicail and advisory. He anticipated that the scoping document
nay only have one corridor, or possibly 2 or 3 alternates as proposed studied
corridors for the environmental impact statement which would then follow.
Ccitinissioner Levin had previously indicated that the State would conmit funds
for the environmental impact statement after the scoping document, only aft» a
source of financing was identified.
The committees appear to be working well with each other and contrary to
prpiijiT- belief. Long Lake was actually encouraging the re-routing of Higtsuwy
12 other than through town.
MQMESOTA alliance task FORCE:

EI£Cn0N OF HiaiWAY 12 TASK FORCE VICE CHAIR:
Chair Dean Schiuter expressed the need for the Hi^iway 12 Task Fbrc» to have a
Vice and asked for noninations fron the floor. It was MSC (m/George
Johnson; s/Bemadette Collins) to have Gordon Wetter as the Highway 12 Task
Fbroe Vice Chair.
LATIVE ACTIVITIES:
It was the consensus of the Task Force that Legislative Activities wait until
after the election and that they be discussed at the next meeting of the Task
OIHER BUSINESS:
FVjnding was talked about for the post-interstate period which will cone up for
hearings after the first of the year. What is presently being talXed =itout is
the national highway system whereby not only interstates, but also hig^ys of
national significance would be established in every state, and that all
highways would potentially be available for 80% federal and 20% lo^ funding
Bv the wav of illustration the federal interstate program is 45,000 miles, and
national significant highways 'would be 110 to 150.000 miles (including the
federal interstate).
m/Dat reported that in Minnesota presently approximately two-thirds of all
road projects are non-federally assisted so that the impact on Minnesota isn t
as great as we might think.
M»/Dot is looking for conclusion and the Highway 12 Task Force determined that
they should be inputting as to whether the extension of 393 should be a
freeway versus an expressway.
There did not seem to be a cormitment at this point either by Mn/^t
consultant agene/, to say that Highway 12 would be the west corridor and there
were reports of a Highway 212 comnittee again mg very active.
Finally, there was a debate as to whether a section of Highway 12 fron Benson
to Qrtonville should be redesignated as part of Highway 12 or not.

Dear Mayor Swartwood and Counc ilinembers.
In an effort to expeditiously transmit to you my
understanding of what had been adopted by the Council at our
Monday, March 25th meeting regarding the Highway 12 corridor
issue, I sent you a letter on March 29th (mailed) along with a
copy (hand delivered) of what I understood the City's official
position to be on this matter. This was in error.
This letter is to serve as the official notification of
the City's position on Highway 12. The Council, at their Monday,
April 8, 1991 meeting, by a majority vote (3-2, Callahan, Butler
and Jabbour) affirmed their adoption of the Planning Commission
recommendation in total . Part of that recommendation relates to
the two commun ities exploring a possible merger. This
exploration is not because the City of Orono has any goals for
consolidation apart from it being a better way to serve the
citixens who reside in both communities.
As I have stated before, the Orono City Council looks
to sitting down with you and the Long Lake Council to
further explore the impact of this recommendation on the City of
Long Lake.

Subject: City of Orono/Corridor Recommendation
Dear Mr. Hay,
Attached is the adopted position of the City of Orono
regarding the Highway 12 corridor location. This is a result of
work done by the City's Planning Commission and was the result of
an assignment given them in January by the City Council. They
held a series of three meetings in which they got background, had
a public input session and developed a proposal during February.
They subsequently formulated a recommendation that was adopted as
the Planning Commission's final draft on March 20, 1991. The
position as attached was adopted by the Council at their April 8,
1991 meeting. The full Council supported the bulk of the
Planning Commission's document with the resulting vote of 3-2
merely a reflection of differences as to whether the final
paragraph should be included in the transmittal to MnDOT.
The Intent of the proposal is to give the Minnesota
Department of Transportation Orono's philosophy in how it looks
at a major arterial passing through the community within the
framework of its Comprehensive Plan.
We look forward to working closely with you as the selection
process continues.

Re: Shorland Regulations/Your Letter of April 22, 1991
Dear Mr. Swenson,
Thank your for your letter of April 22, 1991 regarding
shoreland regulations. I anticipate that this letter was sent to
all communities who were part of the original notification for
shoreland rules. As such, I am sure this general letter over
looked specific changes or situations that may apply. In our
particular case, we are one of 14 cities around Lake Minnetonka
who are still in the initial phases of the shoreland regulations
having been given change deadlines. In addition, in our
particular case, we did submit separately for a grant and
although the letter seems to indicate we have already received
that grant, we have received no final word as to our grant
approval. We anticipate the response from the DNR on our
shoreland grant has been held in abeyance pending the result of
current discussions with the other 13 cities around Lake
Minnetonka. If these assumptions are not correct, it would be
appreciated being notified as we are anticipate our two year
deadline as being the same as the other 13 communities of
December 10, 1992 as setforth in a Department of Natural
Resourses letter dated December 27, 1990 under the signature of
Nr. Ron Rarnack, your predecessor.

278 was held on Monday, April 8, 1991.

As a part of the construction update. Or. Mich distributed invitations for the
three open houses that will be held on April 25. 26 and 28 and he expressed
appreciation to Paul Oabill and Matt Oougan for their artwork that has been used
for the invitations. The Board viewed a video ‘'ich covered the beginning of
construction to the fi* class that used the on Monday, April 1. Dave
fil^onn expressed appreciation to Lucie Taylor fv er work as the Board repre^
sentative in the planning/organization of the open houses that will be held.
UPON MOTION by John Maresh, seconded by Jim Franklin, the Board of Education
accepted the bid of American Petro-Tech as the lowest qualified bidder for
removal and replacement of underground oil storage tanks at Orono High School.

Dr. Mich and Bill Fenholt provided the Board with information on the impact of
the Governor’s funding bill for K-12 education and the potential damage that
could result for the Orono School District. Concerns/frustrations were voiced
by individual Board members regarding the current legislation. There will be an
opportunity to meet with legislators following the AMSO meeting on April 11 a<
well as a legislative get together, organized by MEA and MFT, to be held
April 13 at Trinity Lutheran Church. Or. Mich informed the Board that he and
Mr. Fenholt will be meeting with faculty this week in order to analyze/share
with the faculty the impact the Governor's bill will have on the District.
The Board heard reports from Ms. Sue Kueppers and Mr. Brian Bergstrom on the use
of the new swimming pool facility. Ms. Kuepper's report pertained to the
current use of the swimming pool for the remainder of the school year by stu«
dents as well as a tentative design for the use of the pool as part of the
physical education program during the 1991-92 school year. In his report, Mr,
Bergstrom outlined the swimming program that has been developed for ci^unity
use of the swimming pool. Both Ms. Kueppers and Mr. Bergstrom stressed in their
reports that safety is of the utmost importance and that the programs being
implemented are tentative/experimental and that both programs remain open to
ifflprovements/changes as useage begins.
The Board expressed appreciation to Ms. Kueppers, Mr Bergstrom and their com
mittees and commended them for the programs that have been developed as the
District anticipates the use of this new facility for students and the
community.
