The Council met on ihe above-mentioned date with the following members present: Mayor Gabriel
Jabbour. Councilmembers Charles Kelley, Barbara Peterson and Dick Flint. Representing stall was
City Administrator Ron Moorse. Mayor Jabbour called the meeting to order at 8:00 a.m.
City Administrator Performance Evaluation
The Council discussed various elements of the performance of the City Administrator over the past
year. The Council indicated a high level of satisfaction with the performance of the City
Administrator and offered a number of suggestions for improvement, fhese included the following:
1 . Be clear with the City Council and with citizens regarding the timing of staff
responses to requests, complaints, etc.
2. Both the City Council and the City Administrator should do more to recognize staff
for their accomplishments and contributions.
3. The City Administrator should delegate lower level tasks to create sufficient time to
take on higher level tasks, such as developing and maintaining relationships with
other agencies.
4. fhe City Administrator should be more assertive regarding his vision for the City.
5. The City Administrator and other staff should attempt to identify and resolve
potentially controversial issues at the staff level.
The City Council unanimously approved increasing the salaiy of the City Administrator by 3%.

I have attached a list of significant accomplishments in 1998, along with a list of 1998 goals showing
those accomplished (✓), those partially accomplished and those not accomplished. 1 have also
attached a preliminary list of 1999 goals.

Highway 12 upgrade project.
A. Review and address issues related to the various elements of the preliminary design.
B. Lot area and septic site analysis for properties adjacent to Highway 12.
2. Development of a general plan for land use along Highway 12.
3. Amendment of the park dedication ordinance to meet legal requirements.
4. MUSA amendment to provide sewer to the "Carpenter" property.
5. Navarre water treatment plant rehabilitation project and special assessments.
6. Replace Rolf Erickson with Hennepin County for the provision of City assessing services.
7. CDBG grant for housing rehabilitation in the Navarre area.
8. Construction of the sewer project in the Shoreline Drive/Heritage Lane area.
9. Advance refunding of the bonds used to finance the City facilities.
10. Development of the preliminary design of the Femdale Road reconstruction project.

12. Addition of voluntary long-term disability insurance plan to the employee benefit package.

NOTICE is hereby given that the Orono City Council will meet in a special Council meeting
at 8:00 a.m. on Wednesday, December 30, 1998 in the Orono Council Chambers, 2780 Kelley
Parkway, Orono, Minnesota. The purpose of the meeting is to conduct the annual performance
evaluation of the City Administrator. Additional items requiring prompt City Council action may
also be considered at this meeting.
