Mayor Walsh called the meeting to order at 6:00 p.m.,followed by the Pledge of Allegiance.
ROLL CALL
Orono City Council members present: Mayor Dennis Walsh, City Council Members Matt Johnson, Alisa
Benson, Richard Crosby III, and Maria Veach.
Staff present were City Attorney Soren Mattick, City Administrator/Engineer Adam Edwards,Fire Chief
James Van Eyll,City Planner Natalie Nye, City Planner Melanie Curtis and Community Development
Director Laura Oakden.

The City Council is requested to review the Staff report,receive a presentation,and discuss and adopt the
resolution adopting Resolution 7463 for a variance request for average lakeshore setback in order to make
the site buildable.

The Council discussed the item and asked questions of staff and the applicant,John Daley with Vision
153 Wayzata.
Johnson moved,Veach seconded,to adopt Resolution 7463 for a variance to average lakeshore
setback for 797 Ferndale Rd.N.VOTE: Ayes 5,Nays 0.
15. LA24-000008, GreenWood Design Build o/b/o Brenda Iversen,1850 Lakeside Trail,Variance
The City Council is requested to review the Staff report,receive a presentation, and discuss and provide
feedback to staff for a resolution on a requested variance for driveway width.
The Council discussed the item and asked questions of staff and the applicant,Doug Cutting of
GreenWood Design Build.
Johnson moved,Crosby seconded,to direct staff to draft a resolution of approval for a driveway of
12 feet with 8 feet of asphalt. VOTE: Ayes 5,Nays 0.
The Council also directed staff to review the existing limit for 8-foot wide driveways in that area.
16. 975 Long Bridge Lane, Outdoor Escapes and Hendell Homes o/b/o Paul and Andrea Scott
Encroachment Agreements
The City Council is requested to review the Staff report,receive a presentation, and discuss and provide
direction concerning existing encroachments.
The Council discussed the item and asked questions of staff and the applicant,Hans Frees, Outdoor
Excapes.
Johnson moved,Benson seconded,to direct staff to draft a resolution permitting the septic tank in
the existing location and requiring removal of the encroaching portion of the retaining wall.
VOTE: Ayes 5,Nays 0.
Community Development Director Oakden presented information on building permit revenue year to date
and other Community Development Department activities.
PUBLIC SAFETY REPORT
6. Contract for Scheduling Software—Resolution 7467
The City Council is requested to review the Staff report, receive a presentation, and discuss and adopt
Resolution 7467 for fire department scheduling software.
Walsh moved,Johnson seconded,to adopt Resolution 7467 approving the contract with Vector
Solutions for scheduling software for the Orono Fire Department. VOTE: Ayes 4,Nays 1 (Benson).

The City Council is requested to review the Staff report, receive a presentation, and discuss and adopt the
resolution approving pay for on-call and EMT certification and holidays for fire fighters.
The Council discussed the item and asked questions of staff.
Crosby moved,Johnson seconded,to approve pay for on-call,certification and holidays as
proposed. VOTE: Ayes 3,Nays 1 (Benson),Abstain 1 (Veach).
18. Hire Part-time Fire Fighters
The City Council is requested to review the Staff report,receive a presentation, and discuss and approve
the hiring of two part-time fire fighters.
The Council discussed the item and asked questions of staff.
Veach moved,Crosby seconded,to approve conditional job offers to two part-time fire fighters,
Tom Brown and Matt Hoover at$20 per hour as of April 9,2024.VOTE: Ayes 4,Nays 1 (Benson).
Fire Chief Van Eyll,continuing the Public Safety Report, gave a presentation on planned, existing and
pending staffing levels for the Orono Fire Department,expected equipment deliveries and space
remodeling for July 1,2024 and Jan 1, 2026.
ATTORNEY REPORT
City Attorney Mattick said he would have updates during the closed session.
CITY ADMINISTRATOR/ENGINEER REPORT
19. Consider Public Road Petition(Mr. Ryan Ortlip)
The City Council is requested to review the Staff report, receive a presentation, and discuss and give
feedback to staff on possible construction of a new public street requested to serve West Branch Road
The Council discussed the item and asked questions of staff and the petitioner,Ryan Ortlip,4685 West
Branch Rd. and a neighbor,Erin Truskoski,4665 West Branch Rd.
Council members indicated no interest in a public road but suggested the applicant make a storm water
application and work with City staff and neighbors to see if there is a solution involving the City right-of-
way.
20. Award Contract for 2024 Street Maintenance Project
The City Council is requested to review the Staff report,receive a presentation, open a public hearing, and
award the contract for the 2024 street maintenance project to the low bidder.
The Council discussed the item and asked questions of staff.

Johnson moved,Crosby seconded,to award the 2024 street maintenance project to GMH Asphalt
for$728,873.30 and authorize Bolton and Menk to conduct project oversight for a fee not to exceed
$150,000. VOTE: Ayes 5,Nays 0.
21. Work Session Schedule
City Administrator Edwards went over dates and topics for future work sessions.
Walsh moved,Crosby seconded,to accept the agenda item topics as presented and canceling the
April 22 work session.VOTE: Ayes 5,Nays 0.
Edwards reported on engineering items including an update on the status of the new public works facility
construction.
COUNCIL COMMITTEE REPORTS
22. Review Council Committee Reports
Council members reported on meetings of the Long Lake Fire Advisory Committee,the Police
Committee and Human Resources committee.

Mayor Walsh recessed the meeting at 8:04 p.m. The meeting was reconvened at 8:09 p.m.

Johnson moved,Veach seconded,to enter into closed session at 8:30 p.m.,as permitted by Section
13D.05 sub.3b to hold confidential attorney/client privilege discussion concerning litigation
between Orono and Long Lake.VOTE: Ayes 5,Nays 0.
