ROLL CALL Orono City Council members present: Mayor Dennis Walsh,City Council Members Matt Johnson,Alisa Benson, and Maria Veach.Members absent: Richard Crosby III Staff present were City Attorney Soren Mattick, City Administrator/Engineer Adam Edwards,Park Director Josh Lemons,Fire Chief James Van Eyll,Community Development Director Laura Oakden and City Planner Natalie Nye. Long Lake Fire Department Annual Report The annual report of the Long Lake Fire Department was presented by Fire Chief Mike Heiland and Cody Farley,assistant chief,using a Power Point presentation. Minnehaha Creek Watershed District Presentation—Resolution 7453 James Wisker,district administrator of the Minnehaha Creek Watershed District,reported on the Watershed District and its activities and asked for support of the Long Lake Creek Watershed partnership management project. Veach moved,Johnson seconded,to adopt a resolution of support for the County Road 6 Pond Retrofit Project.VOTE: Ayes 4,Nays 0. COMMUNITY DEVELOPMENT REPORT 12. Pickleball Project Grant Application—Resolution 7459 Park Director Lemons presented information on the Pickleball Project Grant application and asked for approval to submit a grant application by April 1. Veach moved,Johnson seconded,to adopt a resolution authorizing staff to submit a Pickleball Project Grant application.VOTE: Ayes 4,Nays 0. 15. LA23-000062, Peter Eskuche,4423 North Shore Drive,Variances, Resolution 7452 The City Council is requested to review the Staff report, receive a presentation, and discuss, and if satisfied with the proposed modifications from the two previous City Council reviews of this variance request,to adopt Resolution 7452 for variances for LA23-000062. The Council discussed the item and asked questions of staff and the applicant, Peter Eskuche of Eskuche Designs. Johnson moved,Veach seconded,to adopt Resolution 7452 for variances for LA23-000062 as modified from the original plan. VOTE: Ayes 3,Nays 1 (Benson). 16. LA24-000003, Brett Larson,2480 Carman Street, Sketch Plan The City Council is requested to review the Staff report, receive a presentation, and discuss and provide feedback on the proposed sketch plan. The Council discussed the item and asked questions of staff and the applicant, Brett Larson,2480 Carman Street, Orono. Guidance from City Council members was that they would not be in favor of rezoning the property to allow for higher density. Community Development Director Oakden presented a report on building permit revenues indicating winter is the slowest time of year for building permits. Approve Orono Firefighters' Relief Association Bylaws Fire Chief Van Eyll gave a presentation on the Orono Firefighters' Relief Association Bylaws. The City Council is requested to receive the presentation and discuss and approve the Firefighters' Relief Association bylaws. Walsh moved,Johnson seconded,to approve the Firefighters' Relief Association Bylaws. VOTE: Ayes 2,Nays 1 (Benson),Abstain 1 (Veach). CITY ATTORNEY REPORT None. CITY ADMINISTRATOR/ENGINEER REPORT 18. Accept Quotes for Temporary Fire Stations—Resolution 7456 The City Council is requested to review the Staff report, receive a presentation,and discuss and adopt the resolution accepting bids for the conversion of the public works garage to a temporary fire station to use from July 1,2024 to the end of the contract with Long Lake in January 2026 and to accept donations of items from the City of Chaska. The Council discussed the item and asked questions of staff. Walsh moved,Johnson seconded,to adopt the resolution accepting bids for conversion of the public works garage as a temporary fire station and to accept donated items from the City of Chaska. VOTE: Ayes 3,Nays 1 (Benson). 19. Navarre Fire Garage Facility—Resolution 7458 The City Council is requested to review the Staff report,receive a presentation,and discuss and approve the resolution rejecting bids to build a Navarre Fire Garage Facility and to instead design and build an extension on the existing garage at the Navarre Water Plant as a temporary facility for 18 months. The Council discussed the item and asked questions of staff Walsh moved,Johnson seconded,to adopt Resolution 7458 to reject all bids for a Navarre Fire Garage and authorize staff to use the existing contract with Ortel to design an extension to the Navarre Water Plant. VOTE: Ayes 3,Nays 1 (Benson).
