The proposed designation of #15 and #19 as arterials is, in fact, at variance with Orono's Comprehensive Plan and also with much of the committee findings. We"know.you understand our concerns in this matter and our desire for the designation of County Road #15 as a scenic parkway. This letter is for the purpose of calling attention to the fact that the proposed map does not agree in many aspects with Orono's transportation needs, standards or with our prior conversations regarding the scenic parkway concept. Councilman Paurus has kept us informed regarding the committee work and its conceptual endorsement of the Ring Route concept. We would hope that the final result will reflect this concept in road improvement projects and we await your written confir- mation of these concepts. Sincerely yours, 1 Robert L. Lee Director of Public Works & County Engineer 320 Washington Avenue South Hopkins, Minnesota 55343 Dear Mr. Lee: As in the past, the City of Orono is most anxious to see the early accomplishment of the ring route concept which involves diverting heavy commuting and commercial traffic from using roadways traversing the center of Lake Minnetonka (County Roads #15 and #19) and rerouting.traffic north of Mound connecting #110 and #19 to Highways #6 and #12. This would eventually create County #15 as a scenic parkway. It has been noted in recent correspondence to Mr. Craig Spencer, Chairman of the West Hennepin County Transportation Committee, that preservation of Lake Minnetonka is the primary underlying goal of Orono's recently adopted Comprehensive Guide Plan. As a result, roadway designations as well as land use policies play an important role in the preservation of Lake Minnetonka and areas contiguous to it. Creating standards at an early date which would conform to Orono's land use policies and maintain a scenic parkway designation of County Road #15 would certainly allow all participants of the Transportation Committee to equally play an important role in the preservation of our natural resources. CONSULTING ENGINEERS 2 LAND SURVEYORS ■ SITE PLANNERS April 9, 1976 Honorable Mayor, Members of the City Council, and Citizens of the City of Orono Box 66 Crystal Bay, MN 55323 Subject: Proposed Ring Route Segment Dear Citizens: At the direction of the City Council, the City Staff has set a public hearing for May 17, 1976 at 7:30 p.m, in the City Council Chambers to receive citizen input on the proposed planning and possible construction of a segment of the ring route. The construction of this ring route segment would be the first step in reducing the impact of traffic with its inherent polluting effects upon the County Road No. 15 scenic parkway corridor and Lake Minnetonka between Navarre and Wayzata. The proposed segment of the ring route under consideration at this time is a connecting link between the intersection of County Roads No. 19 and 84 and the intersection of County Road No. 6 and Watertown Road. This new roadway segment of approx- imately 9/10 of a mile is proposed to be constructed under the Municipal State Aid program utilizing State funds allocated to the City for roadway construction and upgrading. As proposed, the construction of this ring route segment would necessitate the acquisition of private lands but would not require the removal of any existing residences. A sketch of the location of the proposed right-of-way is on file with the City Administrator and will be available for review at the City offices and at the public hearing on May 17, 1976.
