Mayor Walsh called the meeting to order at 6:00 p.m., followed by a moment of silence for public safety officers killed in the line of duty in Burnsville and the Pledge of Allegiance. ROLL CALL Orono City Council members present: Mayor Dennis Walsh, City Council Members Matt Johnson,Alisa Benson,Richard Crosby III,and Maria Veach(left at 7:15 p.m.). Staff present were City Attorney Soren Mattick,City Administrator/Engineer Adam Edwards,Finance Director Maggie Jin, Police Chief Coney Farniok,Community Development Director Laura Oakden and City Planner Natalie Nye. PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA CONSENT AGENDA 1. City Council Meeting Minutes February 12,2024 2. Claims/Bills 3. Election Judge Compensation 4. City Code Update—Adopt Ordinances 289-295 5. Franchise Agreement Extension—Adopt Ordinance 297 Crosby moved,Johnson seconded,to approve the Agenda and Consent Agenda as submitted. VOTE: Ayes 5,Nays 0. f r COMMUNITY DEVELOPMENT REPORT 8. LA23-000062,Peter Eskuche,4423 North Shore Drive,Variances The City Council is requested to review the Staff report,receive a presentation, and discuss and direct staff to draft a resolution.No resolution was proposed at this time. The application had been previously postponed from the February 12 City Council meeting. Staff does not support the application as applied due to the grading and improvements within the bluff setback. The Council discussed the item and asked questions of staff and the applicant,Paul Schmeling, currently of 5115 Minneapolis Ave.,Minnetrista, and Peter Eskuche of Eskuche Designs. Johnson moved,Crosby seconded,to have staff draft an approval resolution for the requested variances with amended plans that minimize impact to the bluff by keeping the existing retaining wall except for minimal modifications parallel to the walkout. Walsh moved,Crosby seconded,to adopt the City of Orono Annual Report.VOTE: Ayes 4,Nays 0. COUNCIL COMMITTEE REPORTS Reports were made from the Communications and the Legal Committees. RECESS&RECONVENE Mayor Walsh recessed the meeting at 8:15 p.m. The meeting was reconvened at 8:20 p.m. PUBLIC COMMENTS Janie Delaney, 1315 Woodhill Ave.,Orono; James Elder, 195 South Brown Road,Orono; and Brad Erickson,21150 Horseshoe Trail, Corcoran;provided comments. MAYOR/COUNCIL REPORT Mayor and Council provided reports. CLOSED SESSION 13. Annual Performance Review of the City Administrator Walsh moved, Crosby seconded,to enter into closed session at 8:42 p.m. as permitted by Minnesota Statutes Section 13D.05 sub.3a to conduct the annual performance review for the City Administrator VOTE: Ayes 4,Nays 0. (The City Council was in closed session from 8:42 p.m. to 9:03 p.m.) Walsh moved,Crosby seconded,to reopen the Orono City Council meeting at 9:03 p.m. VOTE: Ayes 4,Nays 0.
