ORDINANCE NO. 290 <br /> CITY OF ORONO <br /> HENNEPIN COUNTY, MINNESOTA <br /> AN ORDINANCE AMENDING TITLE III, CHAPTER 22,ARTICLE III, <br /> SECTIONS 22-86 AND 22-99 OF THE CITY CODE CONCERNING <br /> CONDUCT IN PARKS AND PUBLIC SWIMMING AREAS <br /> THE CITY COUNCIL OF THE CITY OF ORONO ORDAINS: <br /> SECTION 1. Orono City Code Title III, Chapter 22, Article III, Section 22-86 is hereby <br /> amended by adding the underlined language and deleting the strikethrough language to the <br /> following definitions: <br /> Obscenities means those slang words currently generally rejected for regular use in mixed <br /> society, that are used to refer to genitals, female breasts, sexual conduct or excretory functions or <br /> products and that either have no other meaning or in context are clearly used for their bodily, <br /> sexual or excretory meaning. an expression that, taken as a whole, appeals to the prurient interest <br /> in sex and depicts or describes in a patently offensive manner sexual conduct and which, taken as <br /> a whole, does not have serious literary, artistic,political, or scientific value. <br /> Threats occur when the speaker means to communicate a serious expression of an intent to <br /> commit an act of unlawful violence to a particular individual or group of individuals. <br /> Fightink words means an expression likely to provoke the average person to <br /> retaliation, and thereby cause a breach of the peace. <br /> SECTION 2. Orono City Code Title III, Chapter 22, Article III, Section 22-99 is hereby <br /> amended by adding the underlined language and deleting the strikethrough language as follows: <br /> Sec. 22-99. Nudity, sexual conduct, obscenities,threats, fighting words. <br /> In a park or swimming beach,Nno person shall engage in nudity or sexual conduct, or <br /> , direct threats at a particular individual <br /> or group of individuals, or utter fighting words likely to provoke an average person to retaliation <br /> and thereby cause a breach of the peace. <br /> SECTION 3. This ordinance shall become effective immediately upon its <br /> passage and publication. <br /> ADOPTED this 26 day of February, 2024 by the City Council of the City of <br /> Orono, Minnesota. <br /> CITY OF ORONO <br /> 1 <br />
