80BJBCT: Public Hearing to Consider the DNR's Proposed Public
Access on Maxwell Bay
I have attached the proposed format for the public hearing to
consider the proposed public access on Maxwell Bay. I have
talked with Gordon Kimball of the DNR about the hearing format
and the DNR staff's role in the hearing. I have requested that
his staff make a brief presentation concerning their proposal and
then be available to answer questions. Mr. Kimball indicated he
would do so. He also indicated the DNR has rescheduled its
public meeting from January 9 to January 23. Along with the
rescheduling of the meeting the completion of the proposed site
plan will also be delayed. He will not have a site plan ready
for the city's public hearing. He indicated the more detailed
site information will be available at the DNR's January 23 public
meeting.
Local BotirT Review Meeting Date
The Council indicated it would select a date for the local Board
of Review meeting at the January 6th meeting. The proposed date
is Wednesday, April 29, at 7:00 p.m.

Maxwell Bay is being targeted for a public boat taunching facilityl The proposed property is on the
south shore of the bay between the Lakeside and North Shore Marinas.
The DNR says they «re receiving directives from the state legislature and pressure from the public
to put additional public accesses on the lake.
We disagree and we need your help to stop this! Listed below are the reasons to not build another
public launch facility, a list of people to call, and upcoming meetings to attend.
ENVIRONMENT
• We are very concerned about the increase of biological pollutants like Eurasian Milfoil
and Zebra Mussel. Building another launch facility increases this risk with ntor» boats
and trailers coming from all over.
We are ruM opposed to the general pubii using Lake Minnetonka. We have been
proposing that ail boats be inspected for harmful exotics before they enter the lake.
Building another launch facility means another Inspection process needs to be
implemented.
These same inspection sites could also inspect boats coming out of the lake for Eurasian
Milfoil. This would help to guard the other lakes in Minrtesota from the spread of this
weed.
OVERCROWDING
• The current boat density on a typical weekend on Minnetonka is 8 acres of space around
each boat. Maxwell Bay is currently at 4.4 acres per boatl
A DNR published document in 1987 stated that as a guideline, lakes should be martaged
to 10 acres of space per boat!
SAFETY
• The current boat densities are causing enough problems; child safety and boat
maneuvering.
• The site is also located on the INSIDE turn of Highway 51. There is a big blind spotl
PARKING
• The 1983 Governor's Task Force study on Lake Minnetonka stated that no additional
boat access is needed on this portion of the lake provided that carAraller parking is
adequate. We do support the need for quality oarking -onlv .
ZONING
• This property goes against ail of Ororto's zoning requirements such as: clearance from
neighboring properties and impacts to run-off from hard cover.
TAX SPENDING
■ It is estimated that this project could cost $250,000 to $300,000, not to mention the time
of DNR salaries already spent on this projeat This money needs to be spent on
programs to control the spread of exoticsl
SPECIFICALLY • THIS IS NOT A GOOD IDEA!
