HENNEPIN COUNTY, MINNESOTA
AN ORDINANCE AMENDING THE CODE OF ORDINANCES
PERTAINING TO CONCEPT AND SKETCH PLAN REVIEW
THE CITY COUNCIL OF ORONO ORDAINS:
SECTION 1. Article Il Administration and Enforcement, Division 1. "Generally" shall be
amended by adding Section 78-47 to read as follows:
Sec. 78-47. — Concept plan.
a Pur ose. The conMt plan serves as the basis for concqptual discussion between the cily and
the a licant. There are two general IlTes of concept review: Policy and Land Use. Policy
concept review allows the Council to provide informal comments related to land use policy: i.e.
would the Council be willing to consider a rezoning or land use amendment. A Land Use
concept review process provides the applicant with an opportunity to submit a plan showing the
basic intent and the general nature of the entire development. Neither the City Council nor the
Plannina Commission will take any formal action to approve or dente application.
Comments remarks or observations made by the Qjjy Council Planning Commission or Cit
Staff on the Concept Plan are not binding on„the City for subsequent stages.
Cb) Requirements. A concept plan review may be completed for projects requiring one or more
of the following applications:
Land Use Amendment Com rehensive Plan Amendment
Zone Change
Zoning or Subdivision Ordinance Text amendment
A sketch plan may be prepared for certain subdivisions as outlined in Section 82-85
sketchlU ans of this ordinance.
(c) Concept plan application.
(1) The planning commission shall review all concept plans based upon the applicant's
a lication. Com lete applications shall include the following:
a. completion of all items on the concept plan application form,
b. information on the proposal to sufficiently communicate the request;
c. any additional information requested by the zoning administrator, and
d. pgMent of the concgpt plan review fee.
(d) Concept plan review and recommendations_
( 1) Concept plan review standards. City staff, the Planning Commission and City Council
shall study the concept plan, taking into consideration the requirements of generally
acce ted planning practice,applicable ordinances and the Comprehensive Plan.
Q Recommendations to the gpplicant. After reviewing and discussing the concgRLplan,
the Planning Commission and/or zoning administrator may advise in a general manner the
U12licant of the changes or additions if any, which are recommended.
3 Council review. Following Planning Commission review, the Council may review a
concept plan as was originally applied or in modified form. The Council ma provide
comment on the proposal.
SECTION 2. Section 82-85 Sketch Plan shall be amended by adding and deleting text to
read as follows:
Sec. 82-85. - Sketch plan.
(a) Purpose. The sketch plan is an initial presentation of the subdivider's intention and
serves as the basis for conceptual discussion between the city and the subdivider and
provides beneficial savings for the subdivider.
(b) Requirements. A sketch plan review may be completed for all lr 1 and 11
subdivision applications. A sketeh plan rvkew shall be eempleted for- all Wass H!
SECTION 3. EFFECTIVE DATE: This ordinance shall take effect immediately upon its
passage and publication.
ADOPTED this 9 th day of May , 2016 on a vote of 5 ayes and 0 nays by the
City Council of Orono, Minnesota.
