ORDINANCE NO. 123, THIRD SERIES
CITY OF ORONO
HENNEPIN COUNTY, MINNESOTA
AN ORDINANCE
AMENDING ORONO MUNICIPAL CODE
CHAPTER 94, WATERWAYS, BY AMENDING SECTION 94-136
AND ADDING SECTION 94-143
REGULATING THE OPERATION AND SPEED
OF WATERCRAFT ON LONG LAKE
THE CITY COUNCIL OF THE CITY OF ORONO, MINNESOTA ORDAINS:
SECTION 1. Orono City Code Chapter 94 - Waterways, Article IV. Regulation of Watercraft
on Long Lake is hereby amended by adding the following definitions to Section 94-136.
Definitions:
O�aerate. To navigate or otherwise use a watercraft.
Persons: Includes an individual, partnership, corporation, or any body of persons
whether incorporated or formed into an association or not.
Slow-no wake.The operation of a watercraft at the slowest possible speed necessary to
maintain steerage, but in no case greater than five miles per hour.
Wa2ercrc� Any and all kinds or types of flotation vessels designed for use on the
water, whether or not motorized, including,but not limited to boats, canoes, kayaks, rowing
shells, sculls,jet skis, ski-doos, pedal craft, pontoon boats, inflatable crafts, tubes, or wind-
propelled surf boards.
SECTION 2. Orono City Code Chapter 94 - Waterways, Article IV. Regulation of Watercraft
on Long Lake is hereby amended by adding Section 94-143. Special Slow-No Wake Provisions,
to read as follows:
(a) b�tent cn�a'pca�aase. Pursuant to Minn. Stats. 868.201-205, 459.20 and Minnesota Rules
Parts 6110.3000-6110.3700, it is the purpose of this section to regulate the operation and
speed of watercraft on Long Lake.
(b) Regulation No person shall operate a watercraft at greater than slow-no wake speed on
Long Lake whenever the water level exceeds 945.00 feet and has remained at that level for at
least three consecutive days. The slow-no wake restriction shall remain in place until the lake
level drops to 945.00 feet or below.
(c) F;xer�xr'ons Authorized resource management, emergency and enforcement personnel,
when acting in the performance of their duties, shall be exempt from the provisions of this
ordinance.

(d) Mcu�ldngandp�ostingofsigns The city staff of Long Lake and Orono sha11 be responsible for
infomung the public, posting notification at a11 public accesses, and marking or buoying areas
affected by this ordinance as necessary to give reasonable notice of the speed restriction of this
section.
(e) F,rrf�orcement. Primary responsibility for the enforcement of this ordinance sha11 rest with
the Hennepin County Sheriff s Department, including both licensed and special deputies. This,
ho�vever, shall not preclude its enforcement by other licensed peace officers.
(fl Violcdion cn�d penalty. Any person who shall violate any of the provisions of this ordinance
shall be guilty of a misdemeanor.
SECTION 3. Effective date. This Ordinance shall be effective upon adoption and publication
according to law,and upon approval by the Commissioner of the Department of Natural Resources.
ADOPTED this 9th day of June, 2014 on a vote of 3 ayes and 0 nays by the Orono
City Council.
