� RESOLUTION NO. 706
' - ° R A RESOLUTION DENYING PAUL VOIGT
A LARGE ASSEMBLY PERMIT
. WHEREAS , Paul T. Voigt_ applied for a permit to hold a
large assembly, and '
WHEREAS, the City Staff and Council reviewed this appli-
cation at length and have found that: . � -
l. Assembly was advertised and tickets offered for sale
although no permit had been obtained from the City as required
by Sec. 69. 030.
2: . The application for a large assembly permit was.
received by ,the City August 13, 1976, just 15 days before the
aproposed assembly. Sec. � 69 .110 requires that such a permit- be-
filed at least 30 days in advance of such assembly.
r`3. � The $50. 00 fee required by Sec. 69. 070 has not been
received.. , � � , . , . - . r ' ,
�, ' 4. The application is incomplete and the following incon-
sistencies and questions were noted:
� � a.�'� Neil Neddermeyer is listed as security chief. When
contacted Mr. Neddermeyer knew nothing about being identified as
the security chief.
b. Address and legal description of all property upon
which� the large assembly� is� to be held is definitely not ade-
quate. A field on County Road •8�> .east of Ski-Tonka is listed.
There are approximately four miles of County Road 84 east of
Ski-Tonka and the property immediately east of the Ski-Tonka
property is owned by Walter Benhardus.

' �c. Mr. Brent Wil,liam Primus_ signed the application giving
approval for Ski-Tonka, however, the application does not indi-
cate that Mr. Primus has the legal authority' to do so.
d. Nature a,nd, ,purpose of the large assembly is not
�adequately described. It simply states "Outdoor Party and
Dance �or Benefit" , but does not indicate what group or charity
will benefit. _ .
e. No plans for security, the deployment of guards,
their names, addresses, credentials, or hours of availability.
