ORDINANCE NO. 99, THIRD SERIES
CITY OF ORONO
HENNEPIN COUNTY, MINNESOTA
AN ORDINANCE AMENDING SECTIONS 78-1403
OF THE ORONO MUNICIPAL ZONING CODE
REGARDING MASSING AND LOT COVERAGE
THE CITY COUNCIL OF THE CITY OF ORONO, MINNESOTA ORDAINS:
SECTION 1. The following language is hereby deleted and added to Section 78-1403 of the
Orono City Code:
Sec. 78-1403. - Lot coverage and massinS standards.
In all zoning districts other than the I - Industrial District,€e�all lots ^���

: that have a �ross acreage of less than two (2.0) acres shall
comply with the following massing standards for structures:
a. Maximum Total Footprints Allowed
1. On lots equal to or greater than 10,000 sQuare feet in area,the total combined
footprints of all principal and accessory structures shall not exceed 15 ep rcent
of the �ross lot area.
1. On lots of less than 10,000 square feet in area,the total combined footprints of
all principal and accessory structures shall not exceed 1,500 square feet.
b. Calculation of Massin�
The followin� shall be included in the calculation of the total combined footprints
bv structures:
(1) All roofed structures more than six feet above grade level.
(2) Tennis courts, patios, decks, and all similar open structures when partially
or fully enclosed by fences, railings or walls which extend more than six
feet above grade level (if any portion of such structures extends more than
six feet above grade level, the entire structure shall count toward lot
coverage).

SECTION 2. Effective date. This ordinance shall be effective upon adoption and publication
according to law.
ADOPTED by the City Council of the City of Orono, Minnesota at a regular meeting held on
the 28th day of January, 2013 by a vote of 5 ayes and 0 nays.

Newly Adopted Building Footprint and Lot Coverage Definitions per Ord. 94 3rd Series:
Building Footprint means the outline of the total area covered by a building's perimeter
at the ground level (to the block/foundation).
(1) Carports, covered porches and other similar building features which have no
exterior walls shall be included as part of a building footprint by drawing a straight
line between the outer edges of all support structures (and the main building if
applicable).
(2) The outer edge of building protrusions, bay windows or other similar features that
extend outward from a building and are less than four feet from the ground shall
be considered as part of the building footprint.
Lot Coverage means the total square footage of all building footprints and structures on
a parcel.
Newly Adopted Massing Standard in Non-Industrial Districts per Ord. 94 3rd Series:
Sec. 78-1685. Massing Standards.
(1) Non-Industrial Zoning Districts
Except for parcels zoned Industrial, all lots in the Stormwater Quality Overlay District
that have a gross acreage of less than two (2.0) acres shall comply with the following
massing standards for structures.
a. Maximum Total Footprints Allowed
1. On lots equal to or greater than 10,000 squaze feet in area, the total combined
footprints of all principal and accessory structures shall not exceed 15 percent of
the gross lot area.
2. On lots of less than 10,000 square feet in area, the total combined footprints of
all principal and accessory structures shall not exceed 1,500 square feet.
b. Calculation of Massing
The following shall be included in the calculation of the total combined footprints
by structures:
1. All roofed structures more than six feet above grade level.
2. Tennis courts, patios, decks, and all similar open structures when partially or
fully enclosed by fences, railings or walls which e�end more than six feet
above grade level (if any portion of such structures extends more than six feet
above grade level,the entire structure shall count toward lot coverage).

Existing Code Section 78-1403:
Sec. 78-1403. -Lot coverage.
In all zoning districts, for all lots of 0-1.99 acres in total area,the total combined
footprint areas of all principal and accessory structures sha11 not exceed 15 percent of the
lot area. Exception: Regardless of lot area, every developed lot shall be allowed at least
1,500 square feet of lot coverage by principal residence and garage structures. The
following shall be included in calculation of lot coverage by structures:
(1) All roofed structures more than six feet above grade level.
(2) Tennis courts, patios, decks, and all similar open structures when partially
or fully enclosed by fences,railings or walls which extend more than six
feet above grade level (If any portion of such structures extends more than
six feet above grade level,the entire structure shall count toward lot
coverage).
(3) Building protrusions which are more than six feet above grade, including
the building footprint, and the vertical projection of any parts of the
building more than six feet above grade.
(4) Bays or bay windows that increase the floor area(i.e., floor to ceiling)
shall be considered lot coverage. Bays or bay windows that act solely as a
window shall not be considered lot coverage.
(5) All but the outer two feet of roof overhangs shall be included in the
calculation of lot coverage.
