J Gentlemen: As you requested on February 9, 1977, we have recently taken two power auger borings and 12 percolation tests to assist in evaluating the soil, soil absorptivitv, and the ground- water conditions for the design of individual sanitary systems for the proposed houses to be situated on the above referenced lots. The percolation tests and borings were taken in the general locations as directed by you and p shown on the attached sketch. Surface elevations at the bore holes were referenced to the center line of North Arm Road south of the southeast property corner of Lot 5 with an assumed elevation of 100.0. INVESTIGATION METHODS:'I The boring and percolation tests were taken on February 17, 1977 using a truck-mounted power auger unit. The soil classifications and depth as shown on the attached logs were inferred from the soils brought to the surface by the con tinuous flight feature of the auger. The depth of strata change is thus considered approximate. The soils encoun tered in the borings were visually and manually classified in accordance with ASTM D2487 ’’Unified Soils Classification System and ASTM D2488 ’’Recommended Practice for Visual and Manual Description of Soils". A copy o. ASTM D2487 is attached. Representative samples were then returned to our laboratory for verification of the field classifications by a Soils Engineer. The borings were also rechecked prior to leaving the site on February 17. Absence of groundwater was noted in both probings of the borings to their respective 15-foot termination depths. A recheck of the boring 1 week later also encountered no groundwater to the 15-foot depth. The percolation tests were run in 6-inch diameter holes drilled to an approximate depth of 36 inches, in accordance with procedures recommended by the Minnesota Department of Health (MUD) and with the procedures recommended by the City of Orono. In accordance with these procedures, the bottom and sides of the holes were scratched with a knife blade to remove any smeared soil surfaces and to orovide a natural soil interface into which the water may percolate. Two inches of coarse sand was then placed in the bottom of the holes to prevent scouring. The holes were then carefully filled with clear water to a minimum depth of 12 inches over the top of the sand layer and allowed to soak overnight with the percolation tests being conducted the following day. An insulation material was placed over the holes prior to leaving the site to prevent freezing of the water and soils overnight. RESULTS: The log of the soils encountered in the borings and the water level observations are shown on the attached Log of Boring sheets. 1 Boring B-1, taken in Lot 5, encountered a coarse alluvium silty sand, brown in color, with a trace of gravel, from the surface to the 7-foot depth. Clayev sand glacial till was then encountered from the 7-foot depth to the 15-foot termination depth in the boring. Boring B-2, taken in Lot 4, encountered a dark brown silty sand topsoil layer from the surface to approximately the 4- foot depth and was immediately underlain by coarse alluvium silty sand between the 4 and the 7-foot depth. Most of the correspondence has been between Mr. Bonner and A1 Olson. The iTK)st recent plans sul)iiiitted lack some detail, but may be satisfactory for the consideration of a conditional use pennit on Phase II. Mr. Primus and his representative, John Bonner, apjx^ared informally at the Plsjining Cominission meeting of February 22, 1977. Ih*. Bonner wanted to keep the Planning Commission informed as to the status of obtaining the necessary data for Planning Coimiiission and Council review. He explained to the Com-nission that a qualified inspector had made his investigation but had not as yet prepared the necessary report. The Planning Commission was unhappy with the progress and past problems resulting from lack of applicant’s complying with code and licensing procedures. The Planning Commission deteniined the Conditional Use Pemdt application filed by Ski Tonka had expired. On February 1, 1977 you fur nished me with five pages of ANSI Regulations that the City of Orono had furnished you. The standard is American National Standard Safety Requirements for Aerial Passenger Tramways B77.1-1973. A copy of the five pages are attached to this report. On February 3, 1977, I inspected and tested the tow equipment to determine if the equipment met the safety requirement*- of the ANSI standards. All tows were tested with the exception of #10 which was inoperable. On February 11, 1977, I met with Al Olson, Orono City Inspector, at Ski-Tonka to jointly inspect the area and to demon strate to him how the tows were inspected. At the time of my inspection it was noted that the ski tows were not equipped with backstop brakes as required in para. 2.2.5.4.1. The purpose of these brakes is to prevent the ski ropes from being pulled backwards if the ski tow should stop for some reason. The ski tow rope was physically pulled backwards to determine the amount of force required to reverse the direction of travel of the rope. In my opinion the tow rope would not, notwithstanding the absence of brakes, reverse direction appreciably. Any such reversal would likely only result in a slow reverse movement. So long as this is the case, the reverse movement would not present a great hazard to a skier using the tow. Para. 2.2.5.4.2 of the ANSI standards requires that: "Unless an unloaded tow operating at maximum speed will stop in 25 feet or less an automatic brake shall be provided to assure this stopping distance." Bonner III -2-February 22, 1977 All tows met this requirement with the exception of tow #3 which had a stopping distance of 28 feet. Tow #3 is not equipped with an automatic brake. The tows were then operated to determine if they met the require ments of para. 2.2.5.4.2, ANSI Standards which requires that a safety gate be so located that the distance from the stopping device (safety gate) to the first obstruction or point of reversal of direc tion of the towing outfits is 150 per cent of the distance required to stop the empty lift operating at maximum speed. All tows met this requirement with the exception of tows #3 and #6. Warning signs were inspected to determine whether or not they met the requirements of para. 2.1.1.2.4 of the ANSI Standards. Although the signage did not conform to the letter of the ANSI Regulations (they were not uniform in size and wording) in my opinion they con form with the spirit and intent of the Regulation. OTHCR MATTERS: Although not required in the ANSI Regulations, the operator of the area has erected fencing around the tow equipment at the loading and unloading areas. From the standpoint of safety, I recommend and advise that these fences be provided and maintained in place in a good state of repair. The fencing in place on Phase JI was ade quate and in good repair. I noted several instances of fence dis repair on the Phase I tows. In conclusion, based upon my inspection of Phase I and Phase TI of the Ski-Tonka facilities, it is my opinion that the facilities inspected meet the ANSI Standards with the following specific excep tions: ’ a) Tows #3 and #6 require either: Operation at a slower speed, or installation of brakes, or relocation of safety gate. b) operations. The percolation tests and borings were taken in the general locations as directed by you and as shown on the attached sketch. Surface elevations at the bore holes were referenced to the center line of North Arm Road south of the southeast property corner of Lot 5 with an assumed elevation of 100.0. INVESTIGATION METHODS: The boring and percolation tests were taken on February 17, 1977 using a truck-mounted power auger unit. The soil classifications and depth as shown on the attached logs were inferred from the soils brought to the surface by the con tinuous flight feature of the auger. The depth of strata change is thus considered approximate. The soils encoun tered in the borings were visually and manually classified in accordance with ASTM D2487 ’’Unified Soils Classification System and ASTM D2488 "Recommended Practice for Visual and Manual Description of Soils". A copy o.. ASTM D2487 is attached. Representative samples were then returned to our laboratory for verification of the field classifications by a Soils Engineer. Representative samples will remain in this office for a period of 60 days to be available for your examination. The borings were also rechecked prior to leaving the site on February 17. Absence of groundwater was noted in both probings of the borings to their respective 15-foot termination depths, A recheck of the boring 1 week later also encountered no groundwater to the 15-foot depth. The percolation tests were run in 6-inch diameter holes drilled to an approximate depth of 36 inches, in accordance with procedures recommended by the Minnesota Department of Health (MHD) and with the procedures recommended by the City of Orono. In accordance with these procedures, the bottom and sides of the holes were scratched with a knife blade to remove any smeared soil surfaces and to nrovide a natural soil interface into which the water may percolate. Two inches of coarse sand was then placed in the bottom of the holes to prevent scouring. The holes were then carefully filled with clear water to a minimum depth of 12 inches over the top of the sand layer and allowed to soak overnight with the percolation tests being conducted the following day. An insulation material was placed over the holes prior to leaving the site to prevent freezing of the water and soils overnight. RESULTS: The log of the soils encountered in the borings and the water level observations are shown on the attached Log of Boring sheets. Boring B-1, taken in Lot 5, encountered a coarse alluvium silty sand, brown in color, with a trace of gravel, from the surface to the 7-foot depth. Clayev sand glacial till was then encountered from the 7-foot depth to the 15-foot termination depth in the boring. Boring B-2, taken in Lot 4, encountered a dark brown silty sand topsoil layer from the surface to approximately the 4- foot depth and was immediately underlain by coarse alluvium silty sand between the 4 and the 7-foot depth. A clayey sand glacial till was then encountered from the 7-foot depth lo approximately the 12-foot depth and was in turn underlain by a sandy clay glacial till to its 15-foot termination depth. The property was platted in 1885 as Lot 184 of Taylor's Subdivision of Spring Park Lots and was in compliance with ail zoning and platting laws at the time it was platted. The Village of Orono subsequently aerepted and approved the plat. Of the 13 lots in this subdivision, Mr. Petersen's property is the largest. The other*12 lots range in size from 10,400 square feet to 12,500 square feet. Mr. Petersen's property measures 14,271 square feet on the plat. All other lots in the subdivision have houses erected on them. Only Mr. Petersen's property is undeveloped. The property has been assessed for sewer and water and the follow ing special assessments remain unpaid: $225.00 sewer plant charge; $375.00 SAC charge sewer and water; and $250.00 park dedication fee. All special assessments will be paid if Mr. Petersen is granted authority to build on i:he property. The only zoning requirement from which a variance is sought is the area and width requirement. Mr. Petersen's proposed dwelling will comply with all other requirements of the zoning code; e.g. setback and use requirements. Enclosed please find a survey of the property which includes a sketch of the dxvelling and the position of the lake and alley. You will notice that the travelled portion of the alley encroaches on Mr. Petersen's property. This alley was inspected by Allen Olsen.
